Economic and social theorists have modeled race and ethnicity as a form of personal identity produced in recognition of the costliness of adopting and maintaining a specific identity. These models of racial and ethnic identity recognize that race and ethnicity is potentially endogenous because racial and ethnic identities are fluid. We look at the free African-American population in the mid-nineteenth century to investigate the costs and benefits of adopting alternative racial identities. We model the choice as an extensive-form game, where whites choose to accept or reject a separate mulatto identity and mixed race individuals then choose whether or not to adopt that mulatto identity. Adopting a mulatto identity generates pecuniary gains, but imposes psychic costs. Our empirical results imply that race is contextual and that there was a large pecuniary benefit to adopting a mixed-race identity.

1. Introduction

Economic and social theorists have modeled race and ethnicity as a form of personal identity adopted in response to the costliness of maintaining a specific identity (Hechter, Friedman, and Appelbaum 1982; Stewart 1997; Mason 2001; Akerlof and Kranton 2000; Darity, Mason, and Stewart 2002). These models of racial and ethnic identity recognize that race and ethnicity is contextual because racial and ethnic identities are fluid (McElreath, Boyd, and Richerson, undated). Harris and Sim (2001) report recent evidence of this fluidity among contemporary mixed black-white youth. Although 75 percent of today’s mixed black-white children self-identify as black, 17 percent self-identify as white, and the remaining 8 percent prefer not to select a single racial designation. About 10 percent of mixed-race youth adopt one racial designation at school and a different one at home. It is evident that among modern mixed race youth racial identification is contextual.

Racial and ethnic self-identification have economic consequences because the choice of self-identity is likely to be entwined with the acceptance of and acculturation into dominant social norms. If race or ethnicity is endogenous in certain circumstances, a self-identity may or may not be selected to distance oneself from a subordinate group or to improve one’s standing with or acceptance into the dominant group. In a study of people of Mexican descent, Mason (2001) tests a model in which acculturation is a dominant strategy, and finds that light-complected people of Mexican descent may acculturate more easily. Murguia and Telles (1996) report different educational opportunities for Mexicans of light and dark complexion and argue that these may result from conscious choices. Phenotypic differences, they argue, influence individual strategies. Light-skinned people of Mexican descent learn early in life that by assimilating or acculturating they can defuse negative stereotypes and attain more than their dark-complected counterparts. Later in life, light-skinned Mexicans are able to increase their incomes by adopting a non-Hispanic white identity (Mason 2001). Yet there may also be situations in which members of the subordinate group decide to maintain identities separate from the dominant group.

Our study considers the choices and life chances of black and mixed black-white individuals residing in the urban U.S. South prior to the Civil War. The experience of mixed black-white individuals in this period is particularly germane to the study of the social and economic consequences of racial identification because the so-called one-drop rule was not yet firmly established. Most Upper South states legally adopted a one-fourth rule separating black from white. But the line was not as sharply drawn because the dominant white culture accepted mixed-race people as a separate class. As Williamson (1984, p. 13) notes for Virginia, “there were some people who were significantly black, visibly black, and known to be black, but by the law of the land and the rulings of the courts had the privileges of whites.” Lower South states generally adopted no formal definition of “whiteness,” and were even more accepting of a separate mixed-race or mulatto class. “Known and visible mulattoes could by behavior and reputation be ‘white’” (Williamson 1984, p. 19). Acculturation was an option for at least some mixed-race people living in the antebellum South.

We first model a mixed-race individual’s choice of self-identity. Acculturation brought a degree of acceptance from the dominant white community, which opened the door to a wider set of economic opportunities, but acculturation carried an implicit cost, namely that by adopting the norms of the dominant white culture (dress, language, mannerisms, religious affiliation, group membership, etc.), the individual alienated himself or herself from the black community. To the extent that the recognition of an individual’s heritage generates utility, the rejection of black culture was costly.

We then test the model empirically. We find that African Americans were more likely to identify as mulatto when there were already a substantial number of other mulattos who had formed social networks and established a community. Yet, the probability of declaring a mulatto identity declined with the size and extent of the African-American community. We interpret this to mean that if blacks ostracized mulattos for separating themselves socially and economically, then the larger the black community (holding the number of mulatto households constant) the more costly it was to be ostracized. Similarly, whites became less accepting of a mulatto’s distinctiveness as the city became increasingly African American and thus showed mulattos fewer preferences.

Once we demonstrate that the choice of a mulatto identity was associated with racial composition of the individual’s neighborhood and city, we then investigate the economic consequences of adopting a mulatto identity.  We estimate differences in wealth between blacks and mulattoes and find that mixed-race householders, both male and female, accumulated more wealth than black householders. Regression decompositions suggest that a substantial portion of the wealth gap was due to racial identification and to community factors. Consistent with our model, we find that mixed-race people realized smaller advantages relative to blacks as the size of the African-American community increased both absolutely and relatively. Thus, mixed-race people benefited when they could form a distinct intermediate racial class, standing between the dominant white and subordinate black communities…

Black is not always black. Subtle distinctions in skin tone translate into significant differences in outcomes. Data on more than 15,000 households interviewed during the 1860 US federal census exhibit sharp differences in wealth holdings between white, mulatto, and black households in the urban South. We document these differences, investigate relationships between wealth and recorded household characteristics, and decompose the wealth gaps to examine the returns to racial characteristics. The analysis reveals a distinct racial hierarchy. Black wealth was only 20% of white wealth, but mulattoes held nearly 50% of whites’ wealth. This advantage is consistent with colourism, the favouritism shown to those of lighter complexion.

Brazil is not only characterized by racial diversity but also by socioeconomic inequality. This complexity, plus the recent adoption of racial quotas by a handful of universities, makes Brazil an ideal place to study the construction of racial identity. In this paper, we examine applicants and students of the University of Brasilia, which established racial quotas in July 2004 reserving 20% of available admissions slots for students who self-identified as black. Using admissions data as well as a student survey conducted by the authors, we explore the determinants of racial identity, including socioeconomic status, parents’ race, academic performance, and quotas in admissions. We find that, holding skin tone constant, socioeconomic status and academic performance vary inversely with black identity. The evidence suggests that young adults in mixed race families are more likely to identify with their mother’s race than their father’s, and that this pattern relates to gender and father’s absence during childhood. We also find that quotas in university admissions increased the likelihood that applicants and students self-identified as non-white, and that this phenomenon was attributable, in part, to actual change in racial identity.

African Americans grappled with Jim Crow segregation until it was legally overturned in the 1960s. In subsequent decades, the country witnessed a new wave of immigration from Asia and Latin America—forever changing the face of American society and making it more racially diverse than ever before. In The Diversity Paradox, authors Jennifer Lee and Frank Bean take these two poles of American collective identity—the legacy of slavery and immigration—and ask if today’s immigrants are destined to become racialized minorities akin to African Americans or if their incorporation into U.S. society will more closely resemble that of their European predecessors. They also tackle the vexing question of whether America’s new racial diversity is helping to erode the tenacious black/white color line.

The Diversity Paradox uses population-based analyses and in-depth interviews to examine patterns of intermarriage and multiracial identification among Asians, Latinos, and African Americans. Lee and Bean analyze where the color line—and the economic and social advantage it demarcates—is drawn today and on what side these new arrivals fall. They show that Asians and Latinos with mixed ancestry are not constrained by strict racial categories. Racial status often shifts according to situation. Individuals can choose to identify along ethnic lines or as white, and their decisions are rarely questioned by outsiders or institutions. These groups also intermarry at higher rates, which is viewed as part of the process of becoming “American” and a form of upward social mobility. African Americans, in contrast, intermarry at significantly lower rates than Asians and Latinos. Further, multiracial blacks often choose not to identify as such and are typically perceived as being black only—underscoring the stigma attached to being African American and the entrenchment of the “one-drop” rule. Asians and Latinos are successfully disengaging their national origins from the concept of race—like European immigrants before them—and these patterns are most evident in racially diverse parts of the country.

For the first time in 2000, the U.S. Census enabled multiracial Americans to identify themselves as belonging to more than one race. Eight years later, multiracial Barack Obama was elected as the 44th President of the United States. For many, these events give credibility to the claim that the death knell has been sounded for institutionalized racial exclusion. The Diversity Paradox is an extensive and eloquent examination of how contemporary immigration and the country’s new diversity are redefining the boundaries of race. The book also lays bare the powerful reality that as the old black/white color line fades a new one may well be emerging—with many African Americans still on the other side.

Economics tells us that racial discrimination is expensive. Yet social psychology suggests that humans nonetheless tend to mistrust those whom they identify as outsiders. As a result, governments can exacerbate this mistrust and thereby encourage costly discrimination by creating or maintaining official race-based definitions of outgroups and differential outcomes based on race.

This article reviews evidence from economic and legal history to argue that not only did U.S. governments incentivize and even mandate racial discrimination, but these acts tended to reinforce racial mistrust as time went by. Segregation became more strict, not less, from the end of Reconstruction until the mid-20th century, largely because of growing and self-perpetuating state action. Discrimination created its own constituency.

Some skeptics of the civil rights movement have viewed racial discrimination as an essentially private matter that did not warrant the extensive state intervention. This view is untenable. Although certain measures passed in the name of black civil rights still raise serious legal issues in light of strict constitutional construction, the civil rights movement also dismantled a wide variety of even more troubling measures. Most of these can be characterized as straightforward impediments to the freedoms of movement, trade, and association.

Although, if given a free market and a neutral state, economic incentives will tend to work against racial discrimination, American history has never witnessed a neutral state. Instead, and until the mid-20th century, the market incentives that might have worked against discrimination were repeatedly frustrated. Recent historical scholarship, notably from left-leaning scholars, has done much to
show the depth and surprising recentness of state support for discrimination…

…Consider the American experience with legal definitions of race. From the earliest English settlements to the present, governments have worked to establish and refine definitions of race, almost always for invidious purposes, and frequently with tighter and tighter standards as to who received racial privileges and who did not. This behavior is indeed similar to that observed in guilds, occupational licensure, and professional organizations, in which membership requirements tend to grow more stringent over time and new areas are brought under the restrictive umbrella (Gelhorn 1976, Young 1991, Dorsey 1983).

Legal definitions based on genealogy arrived very early. Although mixed-race individuals were born shortly after the first importation of African slaves, 17th century legislatures nonetheless criminalized sex between Africans and Europeans (Jordan 1968: 139–44). These punishments did little to stop interracial sex, however, as both demographics and ever-stricter laws would seem to demonstrate. A 1705 statute from Virginia declared that the “child, grand child or great grand child of a negro”—that is, anyone of one-eighth or more African descent—would also be classified as black. Colonial North Carolina went further, to one sixteenth (Jordan 1968: 168).

In general, the legal scrutiny applied to one’s ancestors tended to increase rather than decrease over time. By the 1830s, U.S. courts were occasionally encountering the argument that, regardless of what the law said, a person with any degree of racial mixing would have to be considered black, and these arguments gradually spread through the 19th century legal system. Yet it may surprise today’s readers that the first legislated statewide “one-drop” policy only arrived in 1910, following a series of court cases in the late 19th century that had adopted this rule either out of a perceived necessity or, sometimes, at the requests of black litigants. Prior to 1910, and as recently as the South Carolina Constitutional Convention of 1895, whites had generally rejected the one-drop rule for fear that their own mixed-race ancestries—and liaisons—would be called into question (Sweet 2005: 299–316).

The year 1910 saw the heyday of both Jim Crow and the eugenics movement. Many state legislators were eager to preserve white racial purity, then understood as a scientifically validated goal, and interested parties in the white population increasingly viewed “racial hygiene” as a legitimate state aim (Cynkar 1981). The creators and defenders of anti-miscegenation and one-drop laws believed that their efforts went hand in hand with forced sterilization and the eugenics movement more generally; all were seen as prudent measures to prevent degradation of white America’s genetic stock. Virginia’s Racial Integrity Act, which both established the one-drop rule and reiterated the state’s longstanding ban on miscegenation, was signed into law on March 20, 1924, the same day as its sterilization act. Both were understood at the time to be part of a coherent agenda (Sherman 1988: 69).

There is little evidence, however, that this law initially enjoyed significant popular support. On the contrary, outside the legislature and the few interested parties that lobbied for it, the populace appears to have been well aware of (though certainly uncomfortable with) its racially mixed ancestry. As historian Richard B. Sherman writes, “The campaign for racial integrity in Virginia was not the product of a great popular ground swell. Rather, it was primarily the work of [a] dedicated coterie of extremists who played effectively on the fears and prejudices of many whites” (Sherman 1988: 71–72). Sherman argues for the crucial importance of a small and not very well-attended group of “Anglo-Saxon Clubs of America” in drafting and lobbying for Virginia’s one-drop statute. Although the phrase had not yet been made infamous, these clubs called for a “final solution” to “the Negro problem,” terms that even stripped of their Nazi associations are still deeply disturbing (Sherman 1988: 74–75).

Virginia newspapers were among the proposed law’s early supporters, perhaps because they recognized the shock value of a moral panic that combined sex, secrecy, and many readers’ private anxieties. Predictably, another supporter was the director of the Virginia Bureau of Vital Statistics, Dr. Walter Ashby Plecker, who would see a significant increase in his own power and prestige as the bill became a law. His bureau was charged with classifying the race of all births in the state and with certifying the racial purity of every marriage between Virginia residents, an extraordinary new addition to government power (Sherman 1988: 75–77)…

The plight of multiracial leukemia patients who are unable to find matching stem cell donors has received much media attention. These news stories, while dramatic, are short on statistical information and long on misconceptions. We apply simple probability theory, the genetics of sexual diploid reproduction, and the theory of public goods to produce estimates of the probabilities that multiracial patients will find matching donors in the existing registry. We then compute the benefits and costs of registering more potential donors of single and mixed races.

…4.1 The concept of race

The racial categories, white, African-American, Asian-American, and Hispanic into which NMDP registrants are sorted is coarse and somewhat arbitrary. Since the recorded race of a registrant is self-declared, it indicates a social construction that does not necessarily correspond to genetic inheritance. Statistics show, however that the distribution of HLA types differs markedly between races.  For example, the probability that a randomly selected white American will match another randomly selected white is 34 times that of matching a random Asian-American, 16 times that of matching a random African-American, and 6 times that of matching a random Hispanic. These distributional differences have important implications for recruitment of registrants from racial minorities.

Our statistical measurements are built on the Kollman et al [11] estimates of haploid distributions within each race. Kollman’s estimates, like those in the earlier study by Mori et al [13], are founded on a model that makes two critical assumptions about marriage patterns.  The first assumption is that each racial group is endogamous, that is marriage occurs almost entirely within races. The second assumption is that conditional on marrying within group, the probability that two people marry is independent of their HLA types.

Since the social construct of race is more likely to influence marriage patterns than genetic classification, the use of self-declared race to determine categories seems appropriate for the model that is being estimated. Jacobs and Labov [6] collected data on all married heads of households and their spouses from a 1 percent sample of the 1990 U.S. Census. They determined the self-declared race or national origin of each member of each couple. They found that almost 98 percent of marriages of whites and 96 percent of marriages of African-Americans were endogamous. The Jacobs-Labov study shows that approximately 85 percent of Asian-Americans are married to other Asian-Americans and 77 percent of Hispanics are married to other Hispanics.67  The genetic composition of the current population depends, of course, on the marriage patterns of their parents’ generation, not on current marriage patterns. There is good reason to believe that the current population of Asian-Americans and of Hispanics are children of more endogamous populations than is indicated by current marriages. About 2/3 of the existing population of Asian-Americans were born in Asia and their ancestors for many generations would have had little exposure to non-Asians. About 1/3 of the existing population of Hispanics are immigrants from regions where the population is almost entirely Hispanic…

…A similar diffculty is found with “Hispanic” as a racial category. The Hispanic population of the United States includes significant subpopulations that differ in ethnic makeup and have had little contact with each other for many generations. About 66 percent of the Hispanic population of the United States is of Mexican extraction, 13 percent come from Central and South America, 9 percent are Puerto Rican, and 4 percent are of Cuban extraction. Genetic admixture studies of Hispanics in the U.S. reveal that Mexican-Americans on average have 30-40 percent Native American ancestry, while immigrants from the Spanish Caribbean have African genetic contributions that range from 20-40 percent and contributions of about 18 percent from the native American Arawaks and Caribs

…Although current rates of intermarriage between African-Americans and whites are low, African-Americans carry a significant amount of genetic material obtained from white ancestors. As Kittles et al [8] observes, “The vast majority of contemporary African Americans are descendants of enslaved Africans kidnapped and transported to America during the transatlantic slave trade from 1619 to 1850.” During the period of slavery, there was substantial mixing of the white and African-American gene pool. Kittles et al reports that it is estimated that in 1860, “there were 4.5 million people of African descent in the U.S., of which 600,000 were of mixed ancestry or “mulattos”.

Geneticists have developed methods for using genetic markers to estimate admixture proportions, that is the proportions of genetic material in a single population that is inherited from members of two or more distinct ancestral populations. Several studies have estimated admixture proportions from samples of African-Americans. These studies indicate that the percentage of European admixture in the African-American population differs substantially by region, ranging from 3.5 percent in the Gullah sea island community of South Carolina, 10 percent in the rural South, about 20 percent in the industrial North, and 22-35 percent on the West Coast. [8](Figure 2), [14] The admixture of African-American genetic material in the U.S. white population appears to be much smaller. The geographic differences in the genetic makeup of the African-American population suggests that the accuracy of estimations of HLA-distributions for African Americans could be improved by disaggregating according to region of birth…

When in 1997 golfer Tiger Woods described his racial identity on Oprah as “cablinasian,” it struck many as idiosyncratic. But by 2003, a New York Times article declared the arrival of “Generation E.A.”—the ethnically ambiguous. Multiracial had become a recognizable social category for a large group of Americans.

Making Multiracials tells the story of the social movement that emerged around mixed race identity in the 1990s. Organizations for interracial families and mixed race people—groups once loosely organized and only partially aware of each other—proliferated. What was once ignored, treated as taboo, or just thought not to exist quickly became part of the cultural mainstream.

How did this category of people come together? Why did the movement develop when it did? What is it about “being mixed” that constitutes a compelling basis for activism? Drawing on extensive interviews and fieldwork, the author answers these questions to show how multiracials have been “made” through state policy, family organizations, and market forces.
