QUESTION: How might social policies change as more Americans identify themselves as “multiracial”?

ANSWER: Are more Americans, in fact, identifying themselves as “multiracial”? Census 2000 provided respondents with the first opportunity to select more than one racial category. At the time, 2.4 percent of all respondents—or about 6.8 million people—actually selected two categories or more for their racial self-classification. While preliminary reports from Census 2010 indicate that the number of persons checking “two or more” racial categories has risen 35% since Census 2000, the overall proportion remains at less than 3% of all Census respondents.

The best evidence suggests there has yet to be a sea change in the proportion of Americans selecting a multiracial identity. Furthermore, practices of racial self-classification are much less likely to have any significant implications for the direction of social policies than practices of social classification—how people are perceived and categorized racially and ethnically by others. A person’s life chances are far more greatly influenced by how others see and situate them than by the individual’s personal selection of a racial classification. Indeed, an individual’s physical attributes and their interpretation by others often are the critical factors dictating how he or she is treated by others….

…With regard to the connection between racial classification and social policies, there has been substantial political pressure to move away from race-targeted policies that were designed to address economic disparities in the U.S. But that pressure is not attributable to the rise in persons choosing a multiracial identity. It is due, instead, to what I believe are strong anti-black sentiments. Black Americans continuously are portrayed as undeserving of social policy initiatives uniquely designed to address their condition, particularly via popular narratives that frame blacks’ subordinate economic condition as due to their own personal irresponsibility and bad behavior…

We study the effect of race on economic outcomes using unique data from the first half of the twentieth century, a period in which skin color was explicitly coded in population censuses as “White,” “Black,” or “Mulatto.” We construct a panel of siblings by digitizing and matching records across the 1910 and 1940 censuses and identifying all 12,000 African-American families in which enumerators classified some children as light-skinned (“Mulatto”) and others as dark-skinned (“Black”). Siblings coded “Mulatto” when they were children (in 1910) earned similar wages as adults (in 1940) relative to their Black siblings. This within-family earnings difference is substantially lower than the Black-Mulatto earnings difference in the general population, suggesting that skin color in itself played only a small role in the racial earnings gap. To explore the role of the more social aspect that might be associated with being Black, we then focus on individuals who “passed for White,” an important social phenomenon at the time. To do so, we identify individuals coded “Mulatto” as children but “White” as adults. Passing for White meant that individuals changed their racial affiliation by changing their social ties, while skin color remained unchanged. Passing was associated with substantially higher earnings, suggesting that race in its social formcould have significant consequences for economic outcomes. We discuss how our findings shed light on the roles of discrimination and identity in driving economic outcomes.

A growing empirical literature in economics and sociology documents the existence of differences in social and economic outcomes between mixed-race blacks and other blacks. However, few researchers have considered whether the advantages associated with mixed-race status may have also translated into differences in mortality outcomes between subgroups of blacks and how both groups compared to whites. We employ previously untapped 1880 North Carolina Mortality census records in conjunction with data from the 1880 North Carolina Population Census to examine whether mulatto, or mixed-race blacks may have experienced mortality advantages over to their colored, or non-mixed race counterparts. For men between the ages of 20-44, estimates demonstrate that all black males are more likely than whites to die. Although our results indicate that there are no statistically significant differences in mortality between mulatto and colored blacks, there are some indications that mulatto males may have enjoyed a slight mortality advantage compared to their colored counterparts. However, we find a substantial mortality advantage associated with mixed-race status among women. These findings indicate that mixed-race women, rather than men, may have accrued any mortality advantages associated with color and white ancestry.

In 2004, the University of Brasilia established racial quotas. We find that quotas raised the proportion of black students, and that displacing applicants were from lower socioeconomic status families than displaced applicants. The evidence suggests that racial quotas did not reduce the preuniversity effort of applicants or students. Additionally, there may have been modest racial disparities in college academic performance among students in selective departments, though the policy did not impact these. The findings also suggest that racial quotas induced some individuals to misrepresent their racial identity but inspired other individuals, especially the darkest-skinned, to consider themselves black.

…Theoretical research explores the relationship between preferences in admissions and preuniversity investments (Fryer and Loury 2005a; Fryer, Loury, and Yuret 2008; Holzer and Neumark 2000). Changes in admissions standards might relocate some individuals who otherwise would have had little chance of selection to the margin of selection, thereby inspiring effort. Alternatively, changes in admissions standards might relocate some individuals who otherwise would have been at the margin of selection to an intra-marginal position, thus reducing effort. Essentially, these studies maintain that affirmative action has a theoretically ambiguous effect on effort. This is largely an open question empirically. Ferman and Assunção (2005) use data from Brazil to study the issue. They find that black secondary school students who resided in states with a university with racial quotas had lower scores on a proficiency exam, which they argue indicates that racial quotas lowered effort. Nevertheless, Ferman and Assunção (2005) are unable to identify which students applied to college and which did not. The estimates are rather large given that the average black secondary school student would have had only a small chance of admission. Moreover, self-reported racial identity may be correlated with the adoption of quotas making the results challenging to interpret. This paper aims to build on this work by focusing on applicants and students, employing multiple measures of effort, and using both selfreported and non-self-reported race/skin tone.

Second, this paper contributes to the literature on race and skin shade. A number of papers demonstrate the significance of skin tone—beyond the influence of race—in education, employment, and family (Bodenhorn 2006; Goldsmith, Hamilton, and Darity 2006, 2007; Hersch 2006; Rangel 2007). For example, using survey data from the US, Goldsmith, Hamilton, and Darity (2007) find evidence consistent with the notion that the interracial and intraracial wage gap increases as the skin tone of the black worker darkens. Analogously, Hersch (2006) finds evidence that black Americans with lighter skin tone tend to have higher educational attainment than those with darker skin tone. Allowing the possibility that the policy might impact applicants and students of different skin tone in different ways, this paper estimates separate effects by selfreported race/skin tone (branco, pardo, preto) and by skin tone quintile derived from photo ratings.

Lastly, this paper contributes to the literature on identity. A growing body of literature analyzes the construction of identity and the role of identity in behavior (Akerlof and Kranton 2000, 2002; Austen-Smith and Fryer 2005; Darity, Dietrich, and Hamilton 2005; Darity, Mason, and Stewart 2006; Francis 2008; Fryer et al. 2008; Golash-Boza and Darity 2008; Ruebeck, Averett, and Bodenhorn 2009). To explain a wide range of behaviors and outcomes, Akerlof and Kranton (2000) propose a model where utility is a function of identity, the actions taken by the individual, and the actions taken by others. Darity, Mason, and Stewart (2006) develop a game theoretic model to study the relationship between racial identity formation and interracial disparities in outcomes. Exploring the construction of identity empirically, Darity, Dietrich, and Hamilton (2005) report that despite high African-descended population shares in some Latin American countries, Latinos living in the US largely demonstrate a preference for selfidentifying as white and an aversion to self-identifying as black. They emphasize that racial selfidentification involves choice and suggest that future research on race and social outcomes treat race as an endogenous variable. Theories of identity are complex and challenging to test. This paper is one of the few to study the construction of racial identity in the context of a relatively simple policy change. Isolating one dimension of the dynamic forces that shape identity, this paper offers evidence that racial identity may respond to the incentives created by an affirmative action policy…

The histories of most New England states view blacks as a strange, foreign people enslaved in southern states, whom New Englanders rescued first by forming colonization and abolitionist societies and later by fighting a Civil War to free them. The existence of a black population in New England as early as the seventeenth century has been pretty much ignored. Indeed Anderson and Marten, of the Parting Ways Museum of Afro-American Ethnohistory, touched off a furor with their discovery that Abraham Pearse, one of the early residents of Plymouth Colony, was black.

The long neglect of New England’s black history has recently come to an end. Historical societies in Massachusetts, Connecticut, and Rhode Island have been formed to facilitate the study of black life in the colonial era as well as in later periods. A number of these organizations—notably the African Meeting House Museum, the Parting Ways Museum of Afro-American Ethnohistory, and the Rhode Island Black Heritage Society—have won national awards and acclaim. The scholarly literature now reflects this new interest in New England blacks. Carvalho’s Black Families in Hampden Country, 1650-1855, while not strictly speaking a history, provides much useful insight into black life. Randolph Domonic presented a paper reflecting his work on the Abyssinian Church of Portland, Maine, and Randolph Stakeman has two articles forthcoming on black life in New England’s largest state. Cottrol explores the history of blacks in Providence before the Civil War, while Horton examines Boston during the same period. Coughtry and Jones have each published articles on Rhode Island blacks. The present work is part of growing scholarly interest in New England’s colonial black past…

…Race, Economics, and Miscegenation…

…By the end of the Revolutionary War, the economic system that made possible the unique planter lifestyle lay in ruins.

It was against this backdrop that the three races met and mingled along the western shore of Narragansett Bay. Long before the end of the eighteenth century, miscegenation had become a problem for New England settlers, who, if they had no clear idea of the nature of Africans, had even less understanding of the nature of the growing number of mulattos. Unlike blacks, who might be of African, Caribbean, or American birth, mulattos were usually born in the New World and were, therefore, not only racially distinct from Africans and Europeans but culturally distinct as well. The New England colonies recognized them as a separate group. Massachusetts made the first distinction between blacks and mulattos in 1693, Connecticut did so in 1704, and Rhode Island and New Hampshire followed in 1714. In addition to sexual relations between blacks and whites, Native Americans and blacks also came together and produced children. Greene believes the lowly status assigned both groups in white dominated New England served to erase any distinction between them, and, as they were common victims of oppression, they naturally drew together. In any event, along the eastern seaboard there was a mixing of Native Americans, whites, and blacks during the colonial era.

Unlike the Spaniards and the Portuguese, the Englishmen who settled New England were not accustomed to race mixture and so had not developed the elaborate racial hierarchy that characterized much of the rest of the New World. Hence they were none too precise in the racial terminology they developed. While they freely borrowed the term “mulatto” from the Spaniards to refer to a person of mixed African and European ancestry, they used neither the Spanish term “mestizo” to refer to a person of mixed Native American and European ancestry, nor the term “zambo” to refer to a person of mixed Native American and African ancestry. In New England, and in some other British colonies along the Atlantic coast, the term “mestee” or “mustee” was sometimes applied to an individual whose ancestry was both Amerindian and black. The same term, however, was also sometimes applied to persons whom the Spaniards called “mestizos.” The English never fully agreed on what to call persons of mixed Indian and European background. Race mixture was common in all the New England colonies, but only Massachusetts ever legally prohibited it, passing a law in 1706 that made illegal not only marriage between blacks and whites, but sex relations between them as well.

Miscegenation was common in the Narragansett Country, scholars agreeing that the Narragansett Indians had considerable sexual contact with both whites and blacks. The Indians were as unprepared for the cultural consequences of miscegenation as were blacks and whites, so that for a number of years it was not clear whether persons of mixed ancestry were members of the tribe, Woodward concludes that in the latter part of the eighteenth century “social lines between Indians and blacks became less distinct as inter-marriages multiplied.” And Boissevain claims that one of the consequences of the Narragansett’s contact with both whites and blacks was that they lost their language by 1800. The planter elite, having constructed a multi-racial labor force in the Narragansett Country, gradually became uneasy about both blacks and the Narragansett Indians. In 1726 a South Kingstown law forbade both racial groups to hold social gatherings and assemblages out of doors.

Regardless of the law, Native Americans and blacks continued to meet in both public places and in private. James and Simonds agree that the resultant population was one of ill-defined racial status, but these men and women found a niche for themselves in the workplace of the Narragansett Country.  Thomas Waimsely (the name is variously spelled in the eighteenth century records), described as a “a mustee or at least an octoroon,” married an Indian woman and not only had a small holding of his own and a slave but did odd jobs for the planter aristocracy. Despite his mixed heritage, Waimsely apparently felt no especial sympathy for blacks and was willing to track down and return a fugitive slave. While some blacks and members of the Narragansett tribe intermarried and freely associated with one another, there was no emergent sense that Indians and blacks ought to band together against whites. The two associated with one another in the workplace and elsewhere but did not create an ideology that might have enabled them to present a unified front against their white oppressors. In this they were no different from blacks and Amerindians in other parts of the colonial Americas.

The Reverend Joseph Fish, a standing order minister from Connecticut who travelled to the Narragansett Country to preach to the Indians in the 1760s and early 1770s, reflected in his diary on the confusion of these Amerindians as the result of miscegenation. Fish employed and worked with Joseph Deake to establish a school for the Narragansett. Deake, who was for a time schoolmaster, wrote Fish in December, 1765, to say there might be as many as 151 Indian children who were eligible for the school, He continued, “Besides these there is a considerable Number of mixtures such as mulattos and mustees which the tribe Disowns.” Fish himself urged the Narragansett to make room for “Molattos” who lived with them and “to behave peaceably and friendly towards them, allowing their Children benefit of the School, if there was Room and the Master Leisure from tending Schollars of their own Tribe,” The Indians were divided over persons of mixed ancestry who were the children of the Narragansett and who lived with their parents and were loved by them yet were persons whom some tribal members sought to “disown.” Fish noted that although he rode from Connecticut to teach the Indians, blacks, whites, and mixed bloods all attened his sermons. Fish also candidly recorded observations of cross racial sexual liaisons, such as the case of a “Molatto” named George, who in 1774 was living with an Indian woman who had at one time been married to the “king” of the Narragansett.

While the planters of South County passed a law aimed at preventing blacks and Indians from conducting public meetings, apparently a law was never passed prohibiting their living together or marrying one another, nor did they prohibit whites and blacks from doing so. The Charlestown Council Record Book duly recorded, for example, that lahue, described as the son of “Negro Will” of Charlestown, and Phelby, “a malatto woman of Westerly,” had been married on November 5, 1753. Thomas Walmsley, a “mustee,” was married to Elizabeth, an Indian.

Despite the frequency with which red, white, and black intermarried or formed sexual liaisons with one another in the Narragansett Country, and despite their failure to agree upon a neatly ordered racial terminology, eighteenth century Rhode Islanders seem never to have become confused about the three original races. While there was much con fusion about the intermediate peoples who were the result of miscegenation, residents of South County retained a clear sense of the racial identity and moral character of whites, Amerindians, and blacks…

Using previously unexploited data, this paper explores the ages at which slaves were manumitted. OLS estimates reveal that mixed-race slaves, slaves in the tobacco-producing Piedmont, and female slaves of female slave owners were manumitted at younger ages. Weibull proportional hazards estimates imply that the same groups were more likely to be manumitted. The results also reveal a markedly diminishing likelihood of manumission after Nat Turner’s 1831 insurrection in south-central Virginia. The results are consistent with a principal–agent model in which slave owners contracted with slaves over consumption and future manumission to elicit effort and control shirking or other unproductive activities.

There is no singular agreed-upon understanding of what it means to be identified as biracial in the mainland United States, especially when a person is the product of the union of two marginalized ethnicities. For decades, the hegemonic (white) group has set in place values and social forces that do not allow biracials to fully embrace all parts their ethnic identities. Marginalizing this group has not only led to a misunderstanding of their needs in social and institutional settings, but has caused confusion in the individual when they attempt to define who they are racially. This group of biracials is one of the fastest-growing segments of the United States population; they need to be understood and their needs met. In order to do this, changes in existing laws and socials forces must be addressed. Twelve women, all products of minority-minority unions, were interviewed for this study. Using a qualitative approach, biethnic/biracial participants used their own voices to offer first-hand accounts of their life experiences without persistent hegemonic influences or the influence of the researcher. An examination of the historical construction of race through miscegenation laws, the United States Census, existing studies on biracial self-identfication was also used to determine how and what processes and social conditions impact identity formation. What was ultimately learned from the results of the study is that social class and economics together-not just race serve as the catalyst for the division of society. Participants who had a more stable economic base were more comfortable with their racial self-identity; participants who were raised by a single parent did not have a very stable economic base and struggled more in the formation of their racial self-identity.

Introduction

Anthropologists have been studying race for over 200 years now, and contrary to what seems to be conventional wisdom (at least as articulated in Leroi’s New York Times essay), they have learned quite a bit about it.

Perhaps the most significant discovery is that human groups, however constituted, are fluid, bio-cultural units. They run a broad gamut from more-or-less biological to more-or-less cultural, both in the criteria used to define the groups and in the context or circumstances that make such groups interesting or relevant to define. Thus, a category such as “achondroplastic dwarves” or “albinos” is unified by the possession of a few key phenotypes and genetic features in spite of the overall biological and cultural heterogeneity of its members. A category such as “blondes” or “Italians” is likewise constructed around some aspects of phenotype, genes, geography, or nationality. However, one can become a blonde or an Italian, while one cannot become an achondroplast or an albino.

The Nature of Race

Race was a category devised by scholars of the 18th century to summarize an ostensibly natural set of divisions within the human species. We know when, we know by whom, and we know in what forums. Prior to that time, and even into the 19th century, human variation was always interpreted as varying in local terms, not in para-continental terms. Why did race catch on then? Who knows? It is most likely related to the political economics of the age, involving sea voyage and exploitative relations with people who had more chimeric and fluid political systems than the recognizable, centralized, precisely bordered nation-states with which the Europeans were familiar. It was, in a phrase, a concept that was good to think with.

Racialized Medicine

To understand the possibilities and problems posed by “racialized medicine” we need to distinguish crucially between risk assessment and intervention.

One often hears about Ashkenazi Jews in the context of the value of race for medicine, with elevated frequencies of real alleles for breast cancer, Tay-Sachs, familial dysautonomia, Gaucher’s, etc., not to mention imaginary alleles for intelligence. But what do Ashkenazi Jews have to do with race? If by race we mean a large natural division of people, they are neither particularly large nor particularly natural. And their genetic distinctiveness is the result of demographic processes and events on the scale of centuries, perhaps barely millennia.

All human groups, however constituted, have particular medical risks. African Americans, Ashkenazi Jews, Afrikaners and Japanese, poor people, rich people, chimney sweeps, prostitutes, choreographers, and the Pima Indians all have their particular health risks. And race is not the cause of it, in fact, race will positively obscure it…

…Of what benefit would racialized medicine then possibly be? The therapeutic intervention would have to be based on the genotype, not on any racialized identity. Otherwise it would be far more likely to kill people than to cure them…

…To conclude, ultimately the issue in “racialized medicine” is about diminishing the quality of healthcare through the dissemination of incompetent biology…

Some commentators were quick to call them ‘race riots’, but the true picture was more complicated

Amid the chaos and confusion of this summer’s riots, a few commentators felt the benefit of certainty. “These riots were about race. Why ignore the fact?” chided the Telegraph columnist Katharine Birbalsingh. Abroad, there seemed no need for deeper reflection. “Over 150 arrested after London hit by huge race riots,” said one US business website. “Let’s talk about those race riots in London,” urged talkshow hosts in New Zealand. Those on the other side of the debate could appear just as certain. “This is not about race at all,” Max Wind-Cowie of the left-leaning thinktank Demos told the Huffington Post

Once ruled by Spain, the Dominican Republic shares the island of Hispaniola with Haiti, a former French colony.

OVERVIEW…

…The Dominican Republic is inhabited mostly by people of mixed European and African origins. Western influence is seen in the colonial buildings of the capital, Santo Domingo, as well as in art and literature. African heritage is reflected in music. The two heritages blend in the popular song and dance, the merengue.

No blending of fortunes, however, is evident in the distribution of wealth between ethnic groups.

The Dominican Republic is one of the poorest countries in the Caribbean. There is a huge gap between the rich and the poor, with the richest being the white descendants of Spanish settlers, who own most of the land, and the poorest comprising people of African descent. The mixed race majority controls much of the commerce. …
