A new power bloc rises in the US. Can an Indian American some day be president of the United States?

As the young Congressman peered intently at the faces of Indian Americans around him in a small, crowded hall inside the Indian embassy in downtown DC, he felt a rush of emotion; he felt beholden to them. “I stand on your shoulders to be in the United States Congress,” he said, tapping the podium, as was his habit, with his pen. “Please visit me in our office; my office is your office, and anything you need on any issue, you come to us and we will help you. Pramila, me, Ami, Ro and everyone else – we are at your service.” He calls them the “Samosa Caucus”.

That was Raja Krishnamurthi, one of five Indian Americans elected to the US Congress that started its 115th two-year term in 2017. The three he mentioned by their first names were Pramila Jayapal, Ami Bera and Ro Khanna – all elected to the House of Representatives – and Kamala Harris, the one he missed, is the fifth of the group and the first American of Indian descent elected to the Senate.

They are all Democrats, relatively young – with Bera, Harris and Jayapal the oldest, at 51 – and brimming with hope, plans and ambition. They made history in the past election by winning in record numbers. They are now caucusing as a group in the US legislature in the tradition of India Caucus, the Black Caucus and various other groupings, which, however, are officially recognised as such.

The Samosa Caucus is not there yet, but a beginning has been made…

While colonial cities like Singapore, Hong Kong, Saigon, and Hanoi were home to relatively small numbers of Europeans in comparison to the settler colonies of Algeria, Australia, or New Zealand, David Pomfret’s Youth and Empire argues that childhood in these spaces served as a touchstone upon which regimes of race and hierarchies of power were negotiated. Pomfret’s sociocultural history explores the role of childhood in British and French colonial urban centers in Asia. Because youth epitomized both the physical and figurative vulnerability of Europeans in the tropics, attempts to regulate childhood mirrored the efforts of French and British colonial authorities to safeguard the future of a European project in the East. Colonial subjects used childhood, children, and child-rearing to delineate boundaries of identity, thus bringing together everyday life and high-level policymaking.

Pomfret builds upon work by such scholars as Ann Laura Stoler, Elizabeth Buettner, Julia Clancy Smith, and Frances Gouda, who have articulated how imperial authority pivoted around constellations of sex, gender, domesticity, and the family. He unites the children of the colonized and of colonizers within a single but capacious analytical framework that allows him to contrast the productive (but potentially dangerous) malleability of the European child with the perpetual infantilization of Asian colonial subjects. Pomfret examines how childhood itself was at the fulcrum of the European colonial project in Asia because it worked in tandem with parallel hierarchies of race, gender, and civilization. The scope of the project—stretching between two empires and across spaces within them—creates a challenge that Pomfret rises to meet. He recognizes that conceptions of childhood were constructed and shifting within Europe as well as in its overseas territories. Nonetheless, he manages to draw broad conclusions across imperial lines while pointing to moments of divergence, showing how local cultures weighed differently upon the demands of colonial prestige, expectations of age, and racial seclusion. In an anthropologically informed argument, he demonstrates that confluences in policy and perception were due in part to cross-cultural perceptions of youth, but more importantly, grew out of pan-imperial conversations about whiteness, race, and cultural hygiene.

Pomfret’s wide-ranging study is based upon artful readings of published and archival sources that span the globe and two centuries of colonial history. Because Pomfret evaluates childhood from the standpoint of colonial management, potential paths of inquiry remain somewhat underdeveloped. Perhaps due to constraints of language, most of Pomfret’s historical informants are European. He demonstrates that “local pressures ensured that colonial childhoods developed quite different meanings and parameters on the ground” (53). However, such pressures seem to be grounded in administrative exigencies or national prejudices. What of indigenous ones? While he does attempt to draw indigenous voices out of European sources and is alert to trans-racial physical and emotional connections expressed within them, only in the last third of the book does the reader encounter substantive discussions of any of the non-European participants involved in ordering childhood. Though he refers many times to interaction with Asian wives, amahs, wet nurses, students, and medical practitioners, they are for the most part spectral, serving as foils against which the subjectivities of European childhood were assembled. His sophisticated analysis of the twin discourses of childhood and infantilization becomes somewhat muted by too-neat distinctions between early assimilationist and later associationist French policy, and he overly insists on the pervasiveness of the “decivilizing” critiques that Europeans leveled against Chinese in the nineteenth century (28). Moreover, Pomfret’s tendency to ventriloquize Asian responses risks replicating the discourses that he claims to analyze. Likewise, Pomfret’s multicentered approach shows how people and ideas moved across imperial spaces. Yet he does not linger upon existing codes of kinship (Confucian and otherwise) that would likely have coexisted in the multiethnic cities of Southeast Asia and the Pacific. Pomfret does touch upon widespread European ideas about the antiquity of East Asian cultures. Youth and Empire brings to light new research and new interpretations on two relatively neglected fields of study: the history of imperialism in East and South East Asia and, more pointedly, the influence of childhood—and children’s voices—on modern empires.

By utilizing a diverse range of unpublished source materials drawn from three different continents, David M. Pomfret examines the emergence of children and childhood as a central historical force in the global history of empire in the late nineteenth and twentieth centuries. This book is unusual in its scope, extending across the two empires of Britain and France and to points of intense impact in “tropical” places where indigenous, immigrant, and foreign cultures mixed: Hong Kong, Singapore, Saigon, and Hanoi. It thereby shows how childhood was crucial to definitions of race, and thus European authority, in these parts of the world. By examining the various contradictory and overlapping meanings of childhood in colonial Asia, Pomfret is able to provide new and often surprising readings of a set of problems that continue to trouble our contemporary world.

N’jaila Rhee is many things — a writer; a phone sex operator, web cam girl, and former exotic dancer; a nerd; and a self-described “Blasian bitch.”

A native of New Jersey and a Rutgers University alumna, she’s carved out a niche for herself as a vocal critic and commentator on issues ranging from sex workers’ rights to favorite toys to racism in the porn industry. She uses her blog, social media, and “After Dark,” the popular podcast she co-hosts on the “This Week in Blackness” network, as platforms to voice her provocative positions.

N’jaila’s mission, it seems, is to get us all to bring our private desires out from the bedroom and into the open. Do this, and “we’re all going to be a little more healthy,” she explained on a recent evening in a Brooklyn coffee shop.

We chatted about the need for more Asian American porn, her thoughts on 50 Shades of Grey, and what it’s like to, as she put it, be constantly “dancing at the intersections of race, sex, and identity.”,,,

You became a stripper in college. Why did you decide to become a dancer?

Sex is the most natural way that I can relate to other people. And it’s always something that just felt innately right. So because it was so easy for me to express myself sexually, it was something that I felt very comfortable with…

Did being Blasian impact the kind of work you got?

Certain promoters would want to highlight that I was mixed race, and they’d want me to say that I was like, Southeast Asian, or not Black. Or one guy wanted me to not speak English. I was uncomfortable with a lot, obviously.

I was told I couldn’t have my hair natural. It’s not like I have the curliest of ‘fros. But they didn’t want me to have natural hair, so I would wear a hair weave because you couldn’t be a mixed Blasian if you didn’t have silky straight hair.

I had to buy my identity for $220 a pop…

Virginia Matsuoka was 10 years old when the Japanese bombed Pearl Harbor.

She was playing tag football with her older brothers when her mother came outside and told them what had happened.

“And I remember my father came up behind me there,” Matsuoka said. “He put his arm around me and he said, ‘This is so bad, Ginger. This is bad.’”

Matsuoka’s mother was American and white, but her father was Japanese. By April 1942, her family was torn apart. Her father was working in Colorado, spared a stint in the internment camps because he had helpful law enforcement connections. He taught martial arts to police officers there. Two of her brothers were serving in the U.S. Army. And Matsuoka and two of her other brothers were in the Tanforan Assembly Center, an internment camp built around a racetrack near San Francisco.

Despite being displaced and separated, Matsuoka and her family remained patriotic. She recalls asking her father what it was like for her: “He said, ‘You know, Ginger, this was my country. I came here, they gave me the opportunity to make a name for myself, and then the war came along so you do things that you’ve got to do.’”

As one of the free world’s oldest allies, the United States and the Philippines have shared a storied past together. From fighting alongside each other to delay the Japanese’ war plans in World War II, to forming an armed presence in the Pacific by virtue of the United States two military bases; Clark Air Base and US Naval Base in Northern Luzon. However, hidden from these historical bonds lies a complex weave of direct blood descendants, of abandoned children sired by some members of the US Military during their service at the US bases in the Philippines, a large legion of fatherless men and women who possess multi-ethnicity looks born to single mothers, remains in search of half their roots. Often bullied in school for growing up in a broken household, these individuals harbors a secret wish of knowing their real fathers. For photographer Enrico Dungca, photographing them in order to send their message across the globe became a personal mission “The story begins with a young man I met during a trip in my birthplace, Angeles City. I was born and raised there and lived near the former Clark Air Base. I knew about the Amerasians and in fact witnessed many of them bullied and discriminated. I didn’t think much of it then for I was young and naive,” Dungca tells Resource Magazine.  More than 20 years after the last US Military Base closed down, an undeniable footprint of our Superpower ally still remains – and for some, something that needs to find closure soon…

It’s no news that we use language everyday to convey knowledge, ideas, and emotions of the most diverse kind. But it’s more intriguing how language directs us as much as we direct language, kind of like a stubborn GPS that doesn’t adjust to the driver’s every whim. It is often difficult to be self-aware of just how much language affects our personality and how we express it.

In my case, this self-awareness came about naturally, a consequence of being a mixed-race international student in Cambridge, spending holidays in Portugal, skipping Korean school as a kid, and experiencing some other fantastic cultures along the way…

In 1930, the young Han Suyin (pen name of Rosalie Chou, 1916-2012) read this passage in a book called Races of the World: “Racial mixtures are prone to mental unbalance, hysteria, alcoholism, generally of weak character and untrustworthy…” Shaken, she prayed, “Oh God… don’t let me go mad, don’t let my brain go, I want to study.”1

Probably the most famous Eurasian author of the 20th century, one who served as a major interpreter of China to the West during the tumultuous Cold War era, Han was haunted by these words and driven throughout her life by a determination to prove them untrue, fighting the pronounced stigma and the obstacles faced by mixed-heritage individuals during her era. As she highlighted in this famous scene from her autobiographical A Mortal Flower (1965), such stigma was not only a product of social prejudice, but also heavily reinforced by scientific and pseudoscientific discourses of the time.

From our vantage point today, it is a good moment to take stock of how far we have come (or failed to come) over the century that separates us from Han’s birth. How have popular perceptions of “mixed-race” peoples changed in Asia and across the globe? How have academic discourses evolved? And perhaps most importantly, how have “mixed” individuals themselves advocated for their equal rights and recognition? The articles in this pathbreaking issue of Asia Pacific Perspectives address these vital questions and others, focusing their analyses on historical and contemporary manifestations of “mixedness” across East Asia…
