Census change may result in fewer ‘white’ Americans

The Census Bureau is considering changes to its race and ethnicity questions that would reclassify some minorities who were considered “white” in the past, a move that may speed up the date when America’s white population falls below 50%.

Census Director John Thompson told the Associated Press that the bureau is testing a number of new questions and may combine its race and ethnicity questions into one category for the 2020 census. That would allow respondents to choose multiple races.

The possible changes include allowing Latinos to give more details about their ethnic backgrounds and creating a distinct category for people of Middle Eastern and North African descent…

William Frey, a demographer for the Brookings Institution’s Metropolitan Policy Program, says the proposed changes would grant residents more freedom to define their races and ethnicities.

“I don’t know if this will make a huge difference in the 2020 census on whites becoming the minority, but it could later,” said Frey, author of “Diversity Explosion: How New Racial Demographics Are Remaking America.”

In the past, “white” was the only racial option available to Arab American respondents, a classification that didn’t truly reflect their social standing and hurt efforts for their political empowerment in post-Sept. 11 America, said Samer Khalaf, president of the American-Arab Anti-Discrimination Committee.

“If you are going to classify me as white, then treat [me] as white,” Khalaf said. “Especially when I go to the airport. So, yeah, it’s inaccurate.”…

In February, Latina magazine listed “6 Afro-Latinas Who Are Changing the World.” Naturally, Miriam Jiménez Román was second on the list.

Her work as a writer, professor and head of the Afro-Latin@ Forum has educated the world about the Afro-Latin experience and made her an authority on the subject. Her latest work, The Afro-Latin@ Reader: History and Culture in the United States, has been hailed for critics for its diverse portrait of Black Latinos in America.

Jiménez sat down to speak with Los Afro-Latinos about the book, Afro-Latinos in the media and bridging the gap between African Americans and Latinos.

Los Afro-Latinos: Why did you publish The Afro-Latin@ Reader?

Miriam Jiménez Román: After the 2000 Census was released [the mainstream media], basically posed Latinos and African-Americans in a Black vs. Brown dynamic. And it gave the sense that the [United States] was evolving into this post racial state and we didn’t really have to talk about race anymore. Latinos didn’t have a concern about race because the Census says Latinos, the largest minority group, can be of any race and this is a demonstration of overcoming race in [the United States]. My co-editor [Juan Flores] and I and a number of other people were appalled by that kind of analysis.

First, we’re not in a post racial state. Race is still a very important part of how all of us – globally – live our lives. African-Americans and Latinos need to get together, create change that will benefit not just Latinos and African-Americans but all people of color…

Earlier in 2010 a series of public service announcements circulated on the Internet in anticipation of the U.S. Census. The three short videos, produced and disseminated by the afrolatin@ forum, a New York–based educational nonprofit, urged Latin@s to identify both racially and ethnically, to “Check Both” on the census form. Targeting Black Latin@s, the campaign sought to challenge the prevailing notion of Latin@s as uniquely exempt from standard racial categories. By claiming both national origins and Black identity, Afro-Latin@s assert the continuing significance of race, both within Latin@ communities and in the broader society. At the very least, being counted on the census as Black and Latin@ brings attention to a social group that has long been invisible and subject to ongoing social and political marginalization…

…Latin@s may well be the only social group in the world who so emphatically insist on their ethnoracial mixture. But even as mestizo, or mixed identity—expressed variably as raza, “rainbow people,” or “mutts”—is a commonplace collective designation, Latin@s are also understood to be “of any race.” This apparent contradiction can be traced to the convergence of two seemingly distinct racial formations. On the one hand, the national ideologies of our countries of origin emphasize racial mixture and equate it with racial democracy—even as whiteness continues to be privileged, and indigenous and African ancestry are viewed as something to be overcome or ignored. On the other hand, in the United States Latin@s have been allocated an ambiguous racial middle ground that invisibilizes those too dark to conform to the mestizo ideal, while simultaneously distancing them from other communities of color, particularly African Americans…

More and more Brazilians say they are black or multiracial when asked to describe their race, a new study reveals.

In a survey taken by the Brazilian Geographical and Statistics Institute (IBGE) last year, 53% of Brazilians classified themselves as either being black or multiracial while, 45.5% considered themselves white.

In the same National Household Survey taken 10 years earlier, 51.2% of Brazilians polled said they were white while 47.9% replied with black or multiracial…

…Katia Regis, a coordinator for African and Afro-Brazilian studies, believes that the increases among the population who identify themselves as black can be attributed to long battles waged by the country’s black organizations, as well as more access to higher levels of education…

The myth of the Latin American racial democracy, scholars believe, began in Brazil following the abolishment of slavery in 1888, when government officials declared that high rates of racial mixing had officially absolved the nation of its racial problems. This thinking eventually transcended Brazil and spread to a host of other Latin America countries, including Mexico.

But Mexico had its own nuanced understanding of the Latin American racial democracy – one called mestizaje, that was created by government officials, intellectuals, and artists following the 1910 Mexican Revolution: the erroneous belief that Mexico’s ethnic and racial mixture was solely composed of indigenous and European ancestry. This was also a time period when Mexico’s citizenry began to believe that “Mexicanness” and blackness were mutually exclusive and could not co-exist. Mestizaje, however, did not only exclude blackness from its national patrimony, but also left out a host of other racial identities from Mexico’s conversation about race…

In 2014, as Pew Research Center prepared to conduct the first major study of the views of multiracial Americans—a group that, according to the U.S. Census Bureau, is poised to triple by 2060—we faced a fundamental and unavoidable methodological challenge: how to define and measure the concept “multiracial” in a public opinion survey context.

Racial identity is far from a straightforward concept, and when multiple strands of identity come together this has the potential to increase the complexity. An individual’s racial self-identity may take into account a range of factors beyond genealogy, including family ties, physical appearance, culture and how others perceive them. In other words, being multiracial is more than just a straightforward summation of the races in an individual’s family tree.

Consider, for example, a man whose mother is Asian and whose father is white. This may seem like someone who could easily be categorized as multiracial. But if this man was raised with little or no interaction with his white relatives or had experiences that were more closely aligned with those of the Asian community, he may well select “Asian” and nothing else when describing his race. Furthermore, some adults may have relatives of different races farther back in their family tree. While some people may think to include a more distant relative of a different race when asked about their racial background, others may not, even if they are aware of their family history.

With this in mind, we set out to test six different ways of defining a population of mixed-race adults to survey, using as our primary vehicle Pew Research Center’s American Trends Panel (ATP), a probability-based, nationally representative online panel of adults in the United States. We tested these different approaches with impaneled individuals who participated in more than one Pew Research Center survey, allowing us to examine how the same individual might have changed his or her responses depending on the question asked.

In this report, we share the results of these six survey experiments with a focus on the ways in which the different wordings of the stem, different response options and different modes used impacted the projected size of the U.S. multiracial population. We also look at the consistency in selecting two or more races across different measures at the individual level, as well as how estimates of specific subgroups of multiracial adults—most notably white and American Indian biracial adults—vary by question type…

This chart is based on an interactive the Census Bureau published this week tracing the history of these changes, from the proliferation of new racial and ethnic identities (now the government counts Chicanos, Puerto Ricans, Cubans and Guatemalans) through the revision of old ones (“Indians” have become “American Indians”).

From the moment of the first American census, in 1790, through every decennial census we’ve had since, the categories the U.S. government has used to classify its residents have included the word “white.”

That label has been the lone constant in an ever-evolving checklist of identities that reflect the changing demographics of this country — and the changing language the government has used to define it. In 1790, the three categories available were “free white females and males,” “all other free persons” and “slaves.” By 1830, that last category had splintered into “slaves” and “free colored persons.” By 1890, the census separately counted blacks — now all legally free — as “blacks,” “mulattos,” “quadroons” and “octoroons.”…

Cuts in U.S. Census funding threaten to produce an undercount of minorities and the poor and to reduce their share of federal aid.

African Americans, Hispanics, and other minority populations are in danger of losing representation in Congress as well as their share of more than $400 billion a year in federal funds for health care, education, job training, and community development. That possibility should get anyone’s attention, yet few have noticed that it will be the likely result if Congress cuts the budget for the U.S. Census Bureau to the extent it now threatens to do.

The Constitution requires a decennial census to determine congressional apportionment, and federal law relies on the numbers to allocate funds among states and localities. Historically, the census has missed large numbers of people in poverty and racial and ethnic minorities. By the 2000 and 2010 censuses, however, the national undercount had dropped to less than 2 percent, due primarily to the Census Bureau’s dogged determination to walk America’s streets and knock on the doors of the roughly 100 million U.S. residents who didn’t mail back their forms. Racial and ethnic minorities were still more likely to be missed than whites. But the Census Bureau could not have reduced the disparity in counting minorities without budgetary support.

Now, Congress is insisting that the Census Bureau spend less preparing for and conducting the 2020 census than it did on the 2010 census, even though the U.S. population is expected to have grown by more than 25 million people by 2020. The bureau has chosen not to fight this directive, which census experts call delusional. Instead, the bureau has embarked on a high-risk strategy to save $5 billion by rolling back door-to-door canvassing and conducting a largely electronic, Internet-based census…

…Adding to this uncertainty, and on top of the technology overhaul, the Census Bureau is exploring significant changes in the way it asks about race and ethnicity, which also need prior testing. The right changes could improve the quality of race and ethnicity data, but at least one approach under consideration—relying on write-in responses instead of check boxes—would do the opposite, according to civil-rights advocates…

Resolving Confusion about Race and Ethnicity

The census might be the best source of data on race and ethnicity, but it is by no means perfect, and respondents often are confused about how to identify themselves. As currently designed, the survey first asks whether the respondent is of Hispanic, Latino, or Spanish origin, and then offers a series of check boxes for Mexican, Puerto Rican, Cuban, or other Hispanic origin, with a write-in box. The next question asks for the respondent’s race, with check boxes for white, black, American Indian or Alaska Native, seven Asian nationalities, four Pacific Islander groups, or “some other race,” followed by a write-in box.

About 20 million people in 2010 checked the “some other race” box—making it the third most selected race category behind white and black—and the vast majority of those were Hispanic. Vargas, who serves on the Census Bureau’s advisory committee examining the race and ethnicity question, summed up the challenge: “Once you’ve asked, are you Hispanic, yes or no, and they answer yes, I’m Mexican American, they go to the next question and are asked, so what’s your race. And people are like, wait a minute, you just asked me that. I just told you I’m Mexican. And the bureau would say, no, being Hispanic is an ethnicity. It’s not a racial category. But they don’t see themselves in the white, black, Asian, [or] Native American categories.”…

Over the years, the U.S. Census Bureau has collected information on race and ethnicity. The census form has always reflected changes in society, and shifts have occurred in the way the Census Bureau classifies race and ethnicity. Historically, the changes have been influenced by social, political and economic factors including emancipation, immigration and civil rights. Today, the Census Bureau collects race and ethnic data according to U.S. Office of Management and Budget guidelines, and these data are based on self-identification.

A new interactive visualization released today shows how race and ethnicity categories have changed over time since the first census in 1790. This allows us to better understand the relationship between historical classifications and the present time. A static version of this same visualization was presented in April 2015 at the Population Association of America’s annual meeting.

We created this interactive timeline to establish a starting point for the public — including community stakeholders, academics and data users — to understand how race and ethnicity categories have changed over 220 years in the decennial census. This understanding is important as we interpret results from the 2010 Census Race and Hispanic Origin Alternative Questionnaire Experiment and the current middecade testing of race and ethnicity questions, including the 2015 National Content Test. The National Content Test will inform design changes for collecting data on race and ethnicity in the 2020 Census and other ongoing demographic and economic surveys conducted by the Census Bureau.
