Multiplicity within Singularity: Racial Categorization and Recognizing “Mixed Race” in Singapore

“Race” and racial categories play a significant role in everyday life and state organization in Singapore. While multiplicity and diversity are important characteristics of Singaporean society, Singapore’s multiracial ideology is firmly based on separate, racialized groups, leaving little room for racial projects reflecting more complex identifications. This article explores national narratives of race, culture and belonging as they have developed over time, used as a tool for the state, and re-emerging in discourses of hybridity and “double-barrelled” racial identifications. Multiracialism, as a maintained structural feature of Singaporean society, is both challenged and reinforced by new understandings of hybridity and older conceptions of what it means to be “mixed race” in a (post-)colonial society. Tracing the temporal thread of racial categorization through a lens of mixedness, this article places the Singaporean case within emerging work on hybridity and recognition of “mixed race”. It illustrates how state-led understandings of race and “mixed race” describe processes of both continuity and change, with far-reaching practical and ideological impacts.

Introduction

“Race” and racial categories have long played a significant role in everyday life and state organization in Singapore. From colonization to independent statehood, narratives of racial distinctiveness and classification underpinned Singapore’s development at macro and micro levels. While multiplicity and diversity are important characteristics of contemporary Singaporean society, Singapore’s multiracial ideology is firmly based on separated, racialized groups, leaving little room for more complex individual and institutional racial projects. However, hybridity and “mixed race” are increasingly important characteristics and identifications in Singaporean society, and in fact have historically provided an important thread linking colonial and postcolonial national identifications. This article traces the emergence of mixed identities against a background of racial structuring in Singapore, moving from colonial understandings of race towards the recent state-led efforts at recognizing hybridity: acknowledging ancestral and personal complexity within a singular racial framework…

…Mixedness, Diversity and Identity

In contrast to the neat delimitations of the census, colonial Singaporean society was diverse and complicated, made up of interacting groups that blurred at the edges. The Peranakans, otherwise known as Babas and Nonyas, or Straits Chinese, provide a good example of this complexity, as an ethnic group which traced its descent to seventeenth century Chinese migrants who married local women in Southeast Asia (Beng 1993; Stokes-Rees 2007). Characterized by Chinese and Malay influences and inflected by European and Indonesian customs, Peranakan (meaning “descendent” in Malay) culture illustrated the fusion and intermingling of cultures in everyday life (Goh 2008a: 237).

In keeping with the eurocentric understanding of racial hierarchy, much intermixing (particularly inter-Asian intermixing, as in this case) was left unrecorded and unremarked. It was the intermixing between Europeans and Asians that was of greater concern to the colonial authorities (Stoler 1992), reflecting the gendered and racialized bases for colonialism. Of concern was the fact that despite practical and prejudicial limitations, as in all of Europe’s colonies, relationships between the colonizers and the colonized produced offspring: children of “mixed race”, who transgressed the ostensibly fixed racial lines demarcated by the administration (Pomfret 2009).

Individuals of mixed European and Asian descent in Singapore were known as Eurasians. Interestingly, Eurasians were among the earliest migrants to Singapore after 1819, coming from regions with an established European presence, such as Goa, Malacca, Macau and Timor (Braga-Blake 1992; Pereira 2006). Eurasians were frequently classified as European due to similarities in style of dress, custom and religion, and as such were accorded higher socio-economic status, often working in the civil service and in higher ranking jobs (Braga-Blake 1992; Pereira 1997). As greater numbers of Europeans arrived after 1869, this privileged position became more precarious (Pereira 2006). Eurasians continued to occupy an intermediate position, between the “local” population and the British colonizers in terms of employment, education and socio-economic status, but a firmer line was drawn between European and Eurasian – effectively limiting social interaction and employment prospects, but maintaining a certain privilege (Braga-Blake 1992)…

The 1996 Racial and Ethnic Targeted Test (RAETT) was a “mail-out mail-back” household survey with an experimental design of eight alternative questionnaire formats containing systematic variations in race, instructions, question order, and other aspects of the measurement. The eight different questionnaires were administered to random subsamples of six “targeted” populations: geographic areas with ethnic concentrations of whites, blacks, American Indians, Alaskan natives, Asian and Pacific Islanders, and Hispanics. The major conclusion is that allowing multiple responses to the “race” question in the 2000 census (and other variations in measurement that were considered in RAETT) had only a slight impact on the measured racial composition of the population. Another finding was a dramatic reduction in nonresponse to the combined race/Hispanic-origin question relative to all other questionnaire formats. We conclude that the concept of “origins” may be closer to the popular understanding of American diversity than is the antiquated concept of race.

Census 2000 counted approximately 1.7 million White/Latino mixed-race/multiethnic households in the US. Unfortunately, most research is limited to similar statistical accounting. Very little research moves beyond frequency counts to describe racial and ethnic identities in White/Latino households or the relationships of White/Latino households to segregated US urban terrain. Thus, this dissertation project is a case-study of the LA geography of White/Mexican households. White/Mexican households are the most numerous White/Latino household-type and, in LA, their population size is equal to that of Black same-race households.

Unlike previous work by geographers, I theoretically examine White/Mexican household locations with regard to racialization theory and feminist and cultural studies notions of difference; not simply race-blind theories about individual-level ethnic assimilation through out-partnerships with Whites. Using geographically-detailed and confidential 1990 census data from one in six LA area households, I link individual and household characteristics with census tracts and use dissimilarity and exposure indices, maps of neighborhood concentration rates, and residential attainment models to measure the segregation, concentration, and neighborhood racial compositions of White/Mexican households relative to: individuals from five non-Latino racial groups, groups of Mexican and other Latino individuals, and White same-race and Mexican co-ethnic households. Dissertation results indicate that neighborhood racial compositions and intra-urban residential geographies of White/Mexican households are in-between those of comparable White same-race and Mexican co-ethnic households. In contrast to White same-race households, White/Mexican households have more Mexican and Other Latino neighbors; relative to Mexican co-ethnic households, White/Mexican households have many more White neighbors. Residential attainment models find that, even after controlling for numerous household-level factors not accounted for in simple residential exposure calculations—i.e., household income and education levels, US or foreign-born nativity, and Spanish language use, etc.—White same-race and Mexican co-ethnic households that are equivalent to White/Mexican households do not share the same racially-defined residential space as White/Mexican households. Complex household-level racial affiliations appear to alter the residential locations of White/Mexican mixed-race households and, unlike predictions from assimilation theory, Mexican partnerships with Whites do not necessarily result in household residential patterns that are exactly like those of White same-race households.

This article explores the effects of mixed-race household formation on trends in neighborhood-scale racial segregation. Census data show that these effects are nontrivial in relation to the magnitude of decadal changes in residential segregation. An agent-based model illustrates the potential long-run impacts of rising numbers of mixed-race households on measures of neighborhood-scale segregation. It reveals that high rates of mixed-race household formation will reduce residential segregation considerably. This occurs even when preferences for own-group neighbors are high enough to maintain racial separation in residential space in a Schelling-type model. We uncover a disturbing trend, however; levels of neighborhood-scale segregation of single-race households can remain persistently high even while a growing number of mixed-race households drives down the overall rate of residential segregation. Thus, the article’s main conclusion is that parsing neighborhood segregation levels by household type—single versus mixed race—is essential to interpret correctly trends in the spatial separation of racial groups, especially when the fraction of households that are mixed race is dynamic. More broadly, the article illustrates the importance of household-scale processes for urban outcomes and joins debates in geography about interscalar relationships.

The American social hierarchy places people of mixed-race ancestry below whites but above blacks, while additional social stratifications along color lines are simultaneously taking place within the nation’s multiracial groups, according to a Johns Hopkins University sociologist’s study of U.S. Census data.

Pamela R. Bennett, an assistant professor in the Department of Sociology in the Krieger School of Arts and Sciences, studied the residential location of people who identified themselves with more than one racial group when filling out their 2000 and 2010 census forms…

…In both cases, she found that multiracial groups occupy a social position between blacks and whites, and that the multiracial groups themselves have their own racial stratifications. Bennett found a lesser degree of segregation among people who are of both black and white heritage when compared to those whose identities are fully black. Elizabeth Chang wrote in an op-ed in the Washington Post last week, “Why Obama should not have checked ‘black’ on his census form,”

Although I knew Obama self-identifies as African American, I was disappointed when I read that that’s what he checked on his census form. The federal government, finally heeding the desires of multiracial people to be able to accurately define themselves, had changed the rules in 2000, so he could have also checked white. Or he could have checked “some other race.” Instead, Obama went with black alone.

I understand why Chang wrote this, and even though I’m mostly on the same page with her about a lot of this, I think she’s wrong.

Chang identifies as the mother of biracial children in an interfaith family, and as someone raising biracial Jewish children. The whole Jewish community is behind her in wanting her children to be able identify as more than one thing. Jewish and Chinese and Hawaiian? Beautiful, we are so on board with that.

But on the other hand, I think there is something to Chang’s phrase, “when it counts, he is black.” When it counts, stand up for the people who need you. Based on his experiences, Obama judged this was the time to count as an African American. I read the piece in Newsweek last September on the work ahead of parents who want to raise anti-racist children. Parenting “colorblind”—pretending that racism doesn’t exist and that people aren’t different—doesn’t make racism go away or make your children accept difference. In fact it demonstrably does the opposite…

The search to define Brazil and Brazilians by colour, more specifically by a miscegenation so extreme that it appears exceptional, is longstanding. Mid-nineteenth century naturalists that visited the country from Europe were astounded by the lush vegetation, the wide variety of fauna, and another phenomena – a type of unprecedented laboratory of humans and their various races. Local intellectuals also focused on the racial theme, but more as explanation for their perceptions of national degeneration than racial mixture. It is from these origins that debate reappears as an official model in the 1930s and persists until today in notions about what makes Brazil unique. After an introduction of this historical context, and rejecting the myth of racial democracy, this paper reflects on the impasses of race anew and from a different perspective attuned to contemporary problems. The central question that remains is whether race is a social and economic variable or whether Brazilian identities are dispersed across a wide rainbow of color. The goal of this paper is to use recent census and 1996 PNAD data that reveal 136 categories for Brazilians to identify several specific characteristics of this debate. This analysis implies a more political discussion of the limits of citizenship in a country where the color line is always viewed subjectively and contextually. The maxim of the sixteenth century Jesuit, Antonil, that “Brazil is hell for negros, purgatory for whites, and paradise for mulattos” still appears to resonate.

Gianni Risper has a black mother, a white biological father (as opposed to the father who raised him, his mother’s husband) and a way of describing himself that isn’t found on any Census form: Italian-Caribbean-American.

“Race is becoming more muddled,” he said, and, at 19, he is part of a generation that is muddling it, more likely to be mixed race than their elders, more likely to reject the rigidity of prevailing racial categories in favor of more fluid identities.

“I try not to put myself into a category of being either black or white or just one thing,” Risper said, “because I’m not.”

And, living in Lansing, he has plenty of company.

Lansing has the highest percentage of people who identify as black and some other race of any place in the country, at least any place with a population of 100,000 or more.

According to the 2010 Census, it’s 4.1 percent, more than one out of every 25 people in the city…

Kristen Renn, a professor of education at Michigan State University who has studied mixed-race identity in college students, said space began to open up for more complicated racial identities in the latter part of the 1990s.

“Part of this is liberal baby boomers marrying outside their race or having kids with people of other races and liberal baby boomers being very vested in raising happy children,” she said.

But the shift also coincided with the growth of the Internet, which made it easier to create communities around mixed-race identities or even specific racial combinations.

It coincided with celebrities – Renn mentioned Tiger Woods – beginning to speak publicly about their blended ancestries.

As a result, among the younger generation in particular, “it has become more OK,” she said. “There is a youth movement around mixed race.”

And if that’s more true in Lansing than other places, she sees it as a good sign.

“When people are less comfortable, they have to draw the boundaries much more clearly, ‘You’re one of them. You’re one of us. You’ve got to be one or the other,’ ” she said.

“People in more cosmopolitan areas are just used to a more diverse, global kind of population.”…

…Self-definition

Nikki O’Brien was raised by her white mother. She didn’t know her black father until she was an adult. She identifies herself as black.

“You’d think I would be more malleable in my racial identity,” she said, “but really the experience of being other or different was enough that I constantly knew that I was black and the strength and community that I pulled from that identity just pushed me.”

But O’Brien, a program adviser at MSU who spent years working with minority students, sees the conversation about mixed-race identity more as one about self-definition, including the right to identify as one race or another…
