If a white man marries a negro, their children, boys and girls alike, are all mulattos. Lot us make to ourselves no allusions or mistakes upon this score—each one is simply and solely a pure mulatto, exactly half-way in color, feature, hair, and statue, between his father’s face and his mother’s. People who have not lived in a mixed community of blacks and whites often ignore or misunderstand this fundamental fact of hereditary philosophy; they imagine that one of the children of such a marriage may be light brown, and another dark brown; one almost white, and one almost black; that the resulting strains may to a great extent be mingled indefinitely and in varying proportions. Not a bit of it. A mulatto is a mulatto, and a quadroon is a quadroon, with just one-half and one-fourth of negro blood respectively; and anyone who has once lived in an ox-slave-owning country can pick out the proportion of black or white elements in any particular brown person he meets with as much accuracy as the stud-book shows in recording the pedigree of famous racehorses. Black and white produce mulattos — all mulattos alike to a shade of identity; mulatto and white produce quadroon, and no mistake about it; mulatto and black produce sambo; quadroon and white octoroon—and so forth ad infinitum. After the third cross persistently in either direction, the strain of which less than one-eighth persists becomes at last practically indistinguishable, and the child is ” white by law ” or ” black by law,” as the case may be, without the faintest mark of its slight opposite intermixture. I speak hero of facts which I have carefully examined at firsthand; all the nonsensical talk about finger-nails and knuckles, and persistence of the negro type for ever, is pure unmitigated slave-owning prejudice. The child of an octoroon by a white man is simply white; and no acuteness on earth, no scrutiny conceivable would ever discover the one-sixteenth share of black blood by any possible test save documentary evidence. Here, then, we have a clear, physical, and almost mathematically demonstrable case, showing that, so far as regards bodily peculiarities at least, the child is on the average just equally compounded of traits derived from both its parents. Among hundreds and hundreds of mulatto and quadroon children whom I have observed, I have never known a single genuine instance to the contrary. Heredity comes out exactly true; you get just as much of each color in every case as you would naturally expect to do from a mixture of given proportions. In other words, all mulattos are recognisably different from all quadroons, and all quadroons from all octoroons or all sambos.—From “The Cause of Character,” in the Cornhill Magazine.

The House cannot be congratulated on the treatment it meted out last night to the Immigration Restriction Bill, and the Premier showed a lamentable lack of power or of sincerity in allowing the debate to be shelved in the way it was. Doubtless some of the obstruction the measure experienced was prompted by the Premier’s arbitrary efforts to force Estimates through at the previous sitting. Such despotic procedure always has a bad effect upon members, and almost invariably leads to the delay of public business. Admitting this, however, we are still unable to understand the position taken up by the Opposition. It was so nearly one of factious disputation that it was calculated to play into the hand of an astute manoeuvrer like the present head of the Government. The whole point of the Bill was lost by the members who attacked it last night. In ignorance or of malice prepense they ignored for the most part the real nature of the measure, and devoted all their energies to the castigation of a more or less bogus side-issue. From the speeches of the Leader of the Opposition and some of hie followers it might have been supposed that the object of the Bill was to limit the immigration of Europeans who could not read or write. This view is an obvious distortion of the clause containing the so-called “educational test.” The history of the measure sufficiently disproves the erroneous assumption. Since the House has, as we believe, with quite inadequate reason blocked the passage of the Bill, it will be as well to give a short sketch of the events that led up to its introduction into our Parliament.

Considerable popular feeling has been displayed against the importation of Asiatics and other undesirable immigrants into the colony, and, however much one may honour the humanity of those who feel a distaste for the arbitrary exclusion of any particular race, it is undeniable that the evil effects of racial, mixing have again and again been exhibited in various parts of the world. The colour question in the United States is one of the most serious problems the American Republic has to face. South Africa is doubly troubled by native questions and Indian coolie difficulties, while, nearer home, Queensland has its Kanaka embarrassment, and in common with other parts of Northern Australia feels the danger of an influx of Japanese and Chinese. In matters of this kind the natural impulse of the generous minded is to give free access to the stranger, and to let him prove his right to settlement by his obedience to the local laws. But the hard facts of history and experience are against the sentiment. If we wish to make the future nation of New Zealand fit to hold its own in the world, we must preserve the integrity of our race. An influx of Asiatics might also at any time disorganise the labour market and throw back for years the good work done by trade combinations…

Words being the signs of ideas, for a new notion a new term is necessary. The barbarous word “miscegenation” has been invented by the fanatics of Abolitionism to express a doctrine which it was for a time found convenient to wrap up in the term of “amalgamation,” but which, after a brief tribute to modesty, it is now found not an insult to American morality to disclose in all its indecency and immodesty. That doctrine is, that the white race in general, and the white of the Northern States in particular, is dying out, and that, to preserve it from utter destruction, it must be mixed with the richer, purer, and nobler blood of the negro. Physiologically, this very practical use of the slave is based on the fact that mixture of blood is necessary for the perfection of race—which is indisputable but here a slight difficulty occurs. How does it happen that if, as the writer owns, hitherto the white has almost universally mixed with the white, and only degenerates more and more, the very opposite result occurs with the black, who just as universally has hitherto only mixed with the black, and only improves by it The white breeds in and in, and nothing but a degenerate and puny posterity is the result the black breeds in and in, and he only becomes “richer,” “warmer,” “nobler,” and more emotional,” “vigorous,” and fresher.” We may, however, best state the facts of the case in the very graphic language of the author or authoress, as it is surmised.

“The white people of America are dying for want of flesh and blood. They are dry and shrivelled for lack of the healthful juice of life. In the white American are seen unmistakeably the indications of physical decay. The cheeks are shrunken, the lips are thin and bloodless, the under jaw is narrow and retreating, the teeth decayed, the nose sharp and cold, the eyes small and watery, the complexion of a blue and yellow hue, the head and shoulders bent forward, the hair dry and straggling upon the men, the waists of the women thin and pinched, telling of sterility and consumption, the general appearance gaunt and cadaverous from head to foot. You will see bald heads upon young men. You will see eye-glasses and spectacles, false teeth, artificial colour on the face, artificial plumpness to the form. The intercourse will be formal, ascetic, unemotional. Turn now to an assemblage of negroes. Every cheek is plump, the teeth are whiter than ivory, there are no bald heads, the eyes are large and bright. Our professional men show more than any of the lack of healthful association with their opposites’ of the other sex. They need contact with healthy, loving, warm-blooded natures to fill up the lean interstices of their anatomy.

Nor is this a matter of theory only. The Southerners have shown a wonderful success in the civil war and it is all owing to their connection, licit and illicit, with the negro. “The emotional power, fervid, oratory, and intensity which distinguishes ail slaveholders is due to their intimate association with the most charming and intelligent of their slave girls.” It seems that “the mere presence of the African in large numbers infused into the air a sort of barbaric malaria” which, indeed, has been often noticed, and is commonly called by a coarser name, but which we are now told is a miasm of fierceness which has come to infect the white men and even the women too, and which accounts for the wild chivalrous spirit of the South, and its success in the field.” Nor are these the only benefits which the rebels derive from their privileged propinquity to the ideal man, the vigorous able-bodied negro. The sweet magnetism of association attracts the daughters of the South to the sable Apollos of the tropics.

“The mothers and daughters of the aristocratic slaveholders are thrilled with a strange delight by daily contact with their dusky male servitors. These relations, though intimate and full of a rare charm to the passionate and impressible daughters of the South, seldom if ever pass beyond the bounds of propriety. A platonic love, a union of sympathies, emotions, &c, &c. The white Southern girl, who matures early, is at her home surrounded by the brightest and most intelligent of the young colored men on the estate. Passionate, full of sensibility, without the cold, prudence of her Northern sister, who can wonder at the wild dreams of love which fix the hearts and fill the imagination of the impressible Southern maiden?… It is safe to say that the first heart experience of nearly every Southern maiden, the flowering sweetness and grace of her young life, is associated with a sad dream of some bondman lover. He may have been the waiter or coachman, or bright yellow lad who assisted the overseer but to her he is a hero, blazing with all the splendors of imperial manhood. She treasures the looks from those dark eyes which made her pulses bound.”

We are inclined to suspect that the North American man and woman may be something of the sort described by this indecent writer and we can well understand how it is that Mr. Hawthorne, after his experience of his sapless, dry, and bony brethren, and his angelic but angular countrywomen, is positively enraged at the sight of the wholesome flesh and blood of an Englishman and Englishwoman. We may be rather proud of being described as “bulbous,” and think it no affront that the “female Bull” may be described in Terence’s phrase as corpus validumn et succi plenum. Our juiciness and physical fulness and strength, and redundancy of muscle and blood, are certainly in strong contrast to what the writer of the pamphlet on Miscegenation describes as dryness and meagreness, the pallor and scranniness and leanness, of the American animal; and if the citizen and citizeness of the Northern States is this or anything like it, we can quite account for Northern failures in the field or any where else. The only absurdity is, that this wretched, sapless, shrivelled caricature of a man, this specimen of humanity in]its most contemptible form, should have the place which it has in the world’s estimate of nations. If this is the ideal American, we quite agree with the author of Miscegenation that the race cannot live to the third generation. If this is what “the Anglo-Saxon”—though plentifully mixed, by the by, with Germans and Irish immigrants and with most of the scum of Europe has come to, it is a comfort to think that we are near the end of it.

The sum and substance of the whole matter is, that this nasty doctrine of the physical necessity of absorbing the white race into the negro population or rather; of creating for the necessities of the American States a mixed and Creole race, is proclaimed not only by the author of this tract, but by the Rev. Beecher Stowe’s partner in the editorship of the Independent,” Mr. Theodore Tilton, by Mr. Horace Greeley, by Mr. Wendell Phillips, and by “the inspired maid of Philadelphia,” the lecturing woman, Miss Anna Dickenson. It is perhaps inconvenient to remember that some such experiment has been tried in Haiti with what success we all know. It is now to be repeated further North. How far these people carry out their views into actual life they do not inform us. If the gentlemen practice what they preach, the demand for coloured Abishags “to engraft upon our stock the rich treasure of negro blood,” and to fill up the lean interstices of the anatomy of editors, must be something more than nominal and as Miss Dickenson has lectured before the President and in many of the cities of the Union, and has not been tarred and feathered by the ladies of America, we are forced to the unpleasant conclusion that they are quite ready to play Tamora to any and every lusty negro who fulfils the “passional” and “emotional instinct” which is among the best cravings of the soul. “It is a mean pride,” we are told, unworthy of a Christian, which would lead any. one to deny that there are wants in the white nature which only the negro could fill, defects in physical organization that only the negro could supply, cravings towards fraternity that only the negro could comfort and satisfy.” Potiphar’s wife anticipated this argument, and in her plain-spoken language to the goodly Hebrew slave only put the doctrine of Miscegenation into practice and if the ladies of New England want another precedent for their “abandonment of an unwholesome prejudice,” the history of the Byzantine Court and the life of the Empress Theodosia may satisfy them that a negro-lover, though a solecism, is by no means an absolute novelty in female taste, A strong-bodied and strong-flavoured partner is perhaps the complement to that strong mind of which the Yankee female has furnished so many and such very unfeminine instances.

The wonderful and horrible thing is that this filthy nonsense is not only not hooted down, but that it represents the more advanced, and indeed the more logical, adherents of that political party which, if the smallest, is undoubtedly the most vigorous in America. All Abolitionists are perhaps not, or perhaps not as yet, avowed adherents of the doctrine of Miscegenation, but all Abolitionists with the very least regard to consistency must render the jus connubii to those who are in every respect their equals. The Miscegenation writers of course go further, and exalt the relative superiority of the nigger, and expatiate on his necessity in the great economy of things for renovating with his fiery energies the cold and languid circulation of the North. Yet even this might do comparatively little harm, for the women who will listen to and applaud Miss Anna Dickenson lecturing on these nauseous subjects are far beyond any other corrupting influences. The shamelessnes which sees “all the splendours of imperial manhood” in a woolly-headed coachman, may be left to that natural indignation which is due to the sight of Messalina vindicating her life on philosophical principles. But the evil does not end here…

Future New Zealanders

“Science and history will both some day demand an explanation of the brown tinge in the future New Zealander,” said Sir Apirana Ngata in his address to the Wellington branch of the New Zealand Historical Association last evening. The present offered a unique opportunity for the study of miscegenation by means of genealogical data. The extent to which the mixture of blood had proceeded during the past four or five generations might be gauged with almost mathematical accuracy, if the genealogical method were applied to the problem. For the present and the last generation or two, other interesting problems might be elucidated by the study of the charts where the mixture of breeds was shown.

Thus the effect of miscegenation on virility, constitution, longevity, intellectuality, and morality might be gauged at first hand. Some loose generalisations, as, for instance, that the half-caste partook of the vices of the two races without the virtues of either, might be checked with the facts. Light might even be cast on aspects of Mendelism. The Scotch-Māori, the Irish-Māori, the English-Māori, the German-Māori, the Danish-Māori, the Dalmatian-Māori, the Negro-Māori, the Portuguese-Māori, and, in the present generation, the Hindu-Māori and the Chinese-Māori marriages might all be found on record. In the generation following the first crossing of pure-bloods (it that term could be used) bewildering inter-mixtures of half-breeds with half-breeds of any ot these stocks, of half-breeds with purebloods on either side, of half with quarter, or other fractional breeds might still be patiently pursued by the research student. Dr. Condliffe had expressed the hope that through the mixture of blood the Māori would add another element of romance and daring and poetry that would make the people of New Zealand different even from their kindred peoples in other parts of the Empire. If history should come to register such a result it should not miss the opportunity now offered or tracing the steps towards its attainment.

The ‘mixed-race’ Anglo-Indian (Eurasian) community was born of the European colonisation of India some four hundred years ago. This dissertation examines how historians, writers, colonial administrators, social scientists and immigration officials represented Anglo-Indians between 1850 and 1998. Traditionally, Anglo-Indians have sought to correct perceived distortions or misrepresentations of their community by disputing the accuracy of deprecatory stereotypes produced by ‘prejudicial’ writers. While the need to contest disparaging representations is not in dispute here, the present study finds its own point of departure by questioning the possibility of (re)presenting an undistorted Anglo-Indian identity.

The dissertation functions at three levels. First, it examines the construction of Anglo-Indian stereotypes in various discursive practices, offering a critique of the knowledges and images produced within specific literary and non-literary texts. Second, it retrieves the ‘buried’ texts of the Anglo-Indian community, which have been ‘disqualified’ by official discourses. Third, drawing on postcolonialism and poststructuralism, it mounts a practical argument against mimeticism or image analysis by demonstrating how complex discursive and ideological currents mediate stereotypical representations. More specifically, it enumerates the ‘conditions of possibility’ for the production of Anglo-Indian stereotypes, arguing that such figures are historically variable and internally contradictory. Using Foucault’s genealogical method as a starting point, the dissertation examines (mis)representations of Anglo-Indians as they meet and disperse within an interactive network of power/knowledge relations.

This strategy not only accounts for the emergence of pejorative stereotypes, but encourages the articulation of Anglo-Indian identities in their diversity. This contrasts with the impractical compulsion, articulated by Anglo-Indian image critics, to build a homogeneous community.

This thesis is an ethnography of Anglo-Indians in Calcutta. All ethnographies are accounts arising out of the experience of a particular kind of encounter between the people being written about and the person doing the writing. This thesis, amongst other things, reflects my changing views of how that experience should be recounted. I begin by outlining briefly who Anglo-Indians are, a topic which in itself alerts one to complexities of trying to get an ethnographic grip on a shifting subject. I then look at some crucial elements that are necessary for an “understanding” of Anglo-Indians in Calcutta: the work that has already been done in relation to Anglo-Indians, the urban context of the lives of my research participants and I discuss the methodological issues that I had to deal with in constructing this account.

In the second part of my thesis I explore some crucial elements of the lives of Anglo-Indians in Calcutta: the place of Christianity in their lives, education not just as an aspect of socialisation but as part of their very being and, finally, the public rituals that now give them another way of giving expression to new forms of Anglo-Indian becoming.

In all of my work I was driven by a desire to keep close to the experience of the people themselves and I have tried to write a “peopled” ethnography. This ambition is most fully realised in the final part of my thesis where I recount the lives of three key participants.

Towards the end of an eventful life, George Budworth, who served with the Australian Army in Japan after the war, wrote an account describing the first time he saw his son, Peter. It was not in a hospital maternity ward but on the streets of Kure one chilly night in 1954:

In broken English, the woman said, ‘Please, you look my baby, he sick’. She turned her back to Quietly [George’s fictional alter ego]. The baby was tied on her back in a kind of carryall. Quietly reached down and flipped back the lid. Looking up at him was the pinched, undernourished white face of a very young baby. Quietly could see at a glance that the child was half Japanese ­– certainly not a full blood. ‘He now six weeks; he Goshu (Australian) baby-san,’ was all she said through her sobs.

George gave the woman all the money he was carrying. She later sought him out to return the change; they started a relationship; and George formed a close bond with the child, Hideki, whom he renamed Peter and formally adopted.

In 1956, as the British Commonwealth Forces Korea prepared to pull out of Japan, George was among a handful of soldiers and civilians seeking permission to take adopted children back to Australia. In the decade since the first Australian troops arrived in Occupied Japan, such a thing had never been allowed (though war brides were admitted after 1952). In George’s fictionalised memoir, Peter’s mother, Fusako, surrenders custody of her child because she fears for his future in Japan: ‘They could never go to school, never marry, or hold any job but as labourers, in other words a life worse than death was the best these children could expect’…

Neville’s and Cook’s solution to the half-caste problem was biological absorption, colloquially called ‘breeding out the colour’. This entailed directing persons of mixed descent into marital unions with white people, so that after several generations of interbreeding all outward signs of Aboriginal ancestry would disappear. It held an incongruent array of aims and means. Absorption promised to resolve the supposed problems resulting from racial intermixture by encouraging still more intermixing. It aimed to uphold the ideal of white Australia but flew in the face of popular notions of white Australia as a doctrine of racial purity. While racist in many ways, absorption simultaneously defied prevalent racist assumptions of hybrid inferiority. It parallelled eugenicism in certain respects, but also clashed with eugenic principles. It was inspired partly by humanitarian welfarism, but evinced profound disdain for the subjects of its welfare interventions.

An Act to make provision for the better Protection and Control of the Aboriginal and Half-caste Inhabitants of the State of South Australia.

  1. This Act may be cited as ‘‘ The Aborigines Act, 1911.”
  2. The Ordinance No. 12 of 1844, being an Ordinance to provide for the protection, maintenance, and up-bringing of orphans and other destitute children of the aborigines, is hereby repealed : Provided that such repeal shall not alter the effect of the doing or omission of any thing before the passing of this Act, and shall not affect any right granted, obligation imposed, liability incurred, or any offence committed by, under, or against the said Ordinance, or any proceedings commenced before or after the passing of this Act with respect to any of such matters or things…
  • 10. (1) The Chief Protector shall be the legal guardian of every aboriginal and every half-caste child, notwithstanding that any such child has a parent or other relative living, until such child attains the age of twenty-one years, except whilst such child is a State child within the meaning of ‘‘ The State Children Act, 1895,” or any Act amending or substituted for that Act. (2) Every Protector shall, within his district, be the local guardian of every such child within his district. (3) Such local guardian shall have and exercise the powers and duties prescribed…
