This course examines the history of “mixed-race” and “interfaith” identities in America. Using the genre of the memoir as a focusing lens, we will look at the various ways that Americans of mixed heritage have found a place, crafted an identity, and made meaning out of being considered “mixed.” How has being multiracial or bi-religious changed in the course of history in the United States? What has occasioned these changes, and what patterns can we observe? We will explore questions of racial construction; religious boundary-making; rites of passage, gender, sexuality and marriage; and some literary and media representations of mixed-heritage people.

Painting the World’s Christ: Tanner, Hybridity, and the Blood of the Holy Land

Henry Ossawa Tanner’s global vision of Christ circa 1900 projected an ideal of hybridity that embodied the artist’s personal resistance not only to racial stereotypes but also to racial thinking as such.

In 1899, Henry Ossawa Tanner painted Nicodemus Visiting Jesus (fig. 1), based on a story from the Gospel of John in which Christ tells a Jewish Pharisee of miraculous visionary powers available to those who are born again. By signing the painting “H. O. Tanner, Jerusalem, 1899,” the artist touted his firsthand knowledge of Palestine, where he spent eleven months on two separate trips between 1897 and 1899. The Nicodemus is one of several paintings with biblical subjects that Tanner produced around 1900 after expatriating himself from the United States. Frustrated by pervasive racial discrimination on account of his African ancestry, Tanner left Jim Crow America in 1894 to live in France for the rest of his life, except for occasional family visits to Philadelphia and artistic expeditions to Palestine and North Africa.

By 1900, Tanner had become an international success—exhibiting regularly at the Paris Salon, winning awards, and attracting more critical praise than many American artists, including his former teacher at the Pennsylvania Academy of the Fine Arts, Thomas Eakins. In 1897, Tanner’s The Resurrection of Lazarus (fig. 2) was exhibited to great acclaim at the Salon, awarded a medal, and purchased by the French government for its Luxembourg Gallery of contemporary art. Expatriation in Europe actually enhanced Tanner’s artistic reputation in America during these years, for he exhibited often in New York, Chicago, Pittsburgh, and Philadelphia. In 1900 the Nicodemus was purchased by the Pennsylvania Academy and awarded the prestigious Lippincott Prize. Yet it was only in the European art world and in biblical subject matter that Tanner found what he called “a perfect race democracy.”…

…The present article focuses precisely upon Tanner’s ambiguous racial construction of Christ circa 1900, a topic overlooked in previous scholarship on the artist but one having significant consequences for our historical understanding of his work and more broadly for how we interpret American art and identity from an international postcolonial perspective. Put simply, I argue that Tanner and his biblical paintings at the turn of the twentieth century—especially the Nicodemus and others depicting Christ as a figure of universality—offered a critique not simply of racism, but of “race” itself as an epistemological category. In that respect, Tanner’s work offers an important international model for de-colonizing art by interrogating race at a moment when the dominant culture in the United States was deeply invested in segregation and difference. Those investments, of course, were articulated most famously in the Supreme Court’s Plessy v. Ferguson ruling of 1896, allowing individual states to establish “separate but equal” public facilities based on racial difference. Such institutionalized segregation prompted W. E. B. Du Bois to identify the “color-line” as the “problem of the twentieth century.”

For Tanner, however, the problem was not simply one of crossing or negotiating the “color-line” in painting but rather how to put that line, and the very idea of race, under erasure by highlighting the elusiveness—and therefore the universality—of Christ’s identity. What makes Tanner’s case especially interesting is the relationship that obtained between his pictures and his person, seen here in a photograph of around 1900, when he was about 40 years old (fig. 4). Tanner was a relatively light-skinned man whose complexion and physiognomy did not conform to stereotypical conceptions of blackness, but rather prompted a variety of (often overlapping) racial identifications, including “mulatto,” “Latin,” and even “Aryan.” In the eyes of many contemporaries, Tanner and his work were complex hybrids that resisted clear racial definition, in a manner akin to the universality of Christ and the demography of the Holy Land. My purpose here is to examine the visual and historical evidence of that resistance by closely reading a selection of Tanner’s paintings in relation to various writings by contemporary critics and by the artist himself…

Forty-seven years ago yesterday, on August 28, 1963, before a huge crowd of African and other Americans gathered in front of the Lincoln Memorial, Dr. Martin Luther King Jr. said:

In a sense, we’ve come to our nation’s capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. This note was a promise that all men, yes, black men as well as white men, would be guaranteed the “unalienable rights” of “Life, Liberty and the pursuit of Happiness”. It is obvious today that America has defaulted on this promissory note, insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the negro people a bad check, a check which has come back marked “insufficient funds.”

But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. And so, we’ve come to cash this check, a check that will give us upon demand the riches of freedom and the security of justice…

Our reading this morning comes from the jacket (show) previews of Clarence E. Walker’s 2009 University of Virginia press, MONGREL NATION, The America Begotten by Thomas Jefferson and Sally Hemings. The term “mongrel” is usually used as a derogatory term for “Mixed Race” .

The first quote is from Annette Gordon-Reed, New York Law School and author of THE HEMINGSES OF MONTICELLO: An American Family.

America has indeed been a mongrel nation, not just in terms of blood, but in terms of culture and politics, from the very beginning. Walker very rightly challenges the assumption that the Jefferson-Hemings liaison was either unusual or exceptional.

Secondly, from the author himself, Clarence E. Walker, Professor of History at the University of California, Davis and also the author of WE CAN’T GO HOME AGAIN: An Argument about Afrocentrism.

The debate over the affair between Thomas Jefferson and Sally Hemings rarely rises above the question, “Did they or didn’t they?” But lost in the argument over the existence of such a relationship are equally urgent questions about a history that is more complex, both sexually and culturally, than most of us realize.

(T)he relationship between Jefferson and Hemings must be seen not in isolation but in the broader context of interracial affairs within the plantation complex. Viewed from this perspective, the relationship ..was fairly typical. For many, this is a disturbing realization because it forces us to abandon the idea of American exceptionalism and reexamine slavery in America as part of a long, global history of slaveholders frequently crossing the color line.

More than many other societies—and despite our obvious mixed-race population—our nation has displayed particular reluctance to acknowledge this dynamic….From Jefferson’s time to our own, the general public denied—or remained oblivious to—the possibility of the affair. Historians, too, dismissed the idea, even when confronted with compelling arguments by fellow scholars. It took the DNA finds of 1998 to persuade many (although to this day, doubters remain).

The president’s apologists, both before and after the DNA findings, have constructed an iconic Jefferson that tells us more about their own beliefs—than it does about the interaction between slave owners and slaves. Much more than a search for the facts about two individuals , the debate over Jefferson and Hemings is emblematic of tensions in our society between competing conceptions both of race and of our nation. This sermon is not meant to be a history lesson. Nor is it meant to be a summary of the contents of MONGREL NATION.

Rather, it is my RESPONSE to having read the book. It is my attempt to react to the thesis of Clarence Walker’s latest book within the time frame of these next 15 to 20 minutes. And I appreciate your sharing this with me by listening…

Ayub Khan-Din was in his first year at drama school in Salford when his mother was diagnosed with Alzheimer’s disease. Khan-Din, the mixed-race son of a Pakistani Muslim father and a white Catholic mother, found that each time he came home, another slab of his mother’s memory had disappeared. The past, with all its stories, was slipping into the void, and Khan-Din became determined to try to preserve his parents’ history and his own experience of growing up.

Although he was studying to be an actor, Khan-Din started writing. At the time, Asians were rarely glimpsed on screen in the UK unless they were being beaten up by racist skinheads, running corner shops or fleeing arranged marriages. Khan-Din wanted to tell a different story—about growing up with a Pakistani father who had married an English woman, but who wanted his boys to marry Pakistani girls. The play Khan-Din wrote, East Is East, was performed on stage, then released to great acclaim as a film in 1999. Now, 12 years on, comes the release of West Is West, Khan-Din’s long-awaited sequel…

…Like Khan-Din and Monica Ali—whose novel Brick Lane would later be adapted for the screen—Kureishi grew up in a mixed-race family. The particular conflicts inherent in such a background, and the subsequent struggles for identity, were not shared by those such as Chadha and Syal, whose parents were both Asian. My Beautiful Laundrette was not only a personal work but also, Kureishi suggests, the product of an emerging curiosity of mainstream Britain about Asian society. “Around the mid-80s, people in film and publishing realised that Britain was changing,” he says. “I was lucky because I had this great opportunity to write about something that no one else had written about.” The freshness of this material to a wider audience meant many of the films that have come out of the British-Asian subgenre—including Prasad’s My Son the Fanatic, based on another Kureishi short story—operate not only as fictional works but also as quasi-documentaries, revealing a hitherto unknown world. The frisson of familiarity felt by Asian audiences on seeing families like theirs was coupled by the shock of the new that white audiences experienced…

A common stereotype of those classified as “coloured” in apartheid South Africa was that, because of their mixed racial heritage, they had no authentic racial or cultural identity and history. This dissertation counters that lingering stereotype by examining how musical performance enabled “coloured” community members around the town of Graaff-Reinet to claim a place for themselves collectively under apartheid and in post-apartheid South Africa. Nurtured and sustained by a policy of racial purity, the apartheid regime held a deeply ambivalent position towards those it categorized as “coloured,” the racial group it defined as “not a white person or a native.” Oral and written sources typically convey “coloured” people’s ethnic identity, cultural history, and musical heritage as similarly lacking. Despite this, music has been and continues to be an integral part of the religious practices of this community though its performance has survived practically unnoticed by those outside.

By placing the voices of “coloured” people at the center of this study, I move beyond the myopic apartheid view that saw “coloured” people purely in terms of their ethnic origins and capacity for labor. Instead, I approach “coloured” music and history in terms of the sounds and spaces of their religious performance culture. My research provides a narrative of “coloured” social history in the Graaff-Reinet region that is drawn from regional archives and empirical research in the form of fieldwork, specifically participant observation. I concentrate on religious musical practice, namely, hymns, koortjies (little choruses), choir performance, and the singing at women’s society meetings. Studying song performance creates a complex nexus of music, race, religion, and politics, and constitutes a vital way of retrieving history and oral repertories. This music thereby provides one vehicle for groups and individuals in this community to articulate a more “legitimate” place for themselves in the contemporary landscape of South African history and culture.

PREFACE

As a child, the Karoo always symbolised an escape for me. It was a refuge from the routine of school attendance, extra-mural activities, and the restlessly windy, unpredictable weather of the coastal city of Port Elizabeth. The family farm lay only three and a half hours1 drive away from the city, where huge breakfasts of porridge, toast, and tea fortified me for seemingly endless sunny and windless days spent walking in the surrounding veld, participating in (and most likely, hindering) the usual farming activities, and playing in the water furrows. A typical Karoo child displays an endless fascination with the precious commodity of water, and diverting the small rivulets in the furrow to flow smoothly over the muddy gravel guaranteed countless hours of captivation.

My grandmother used to tell me, as a child, to look for San tools such as grinding stones or arrowheads when walking in the Karoo veld. To this day, this collection remains displayed in the farmhouse. It never occurred to me then that the San people, the forebears of many present-day “coloured” people, suffered merciless persecution on the part of my ancestors, the colonial settlers.

When I returned to the Karoo for fieldwork on the music of “coloured” people, this memory of looking for San ”treasure” and proof of their existence in this area contrasted very strangely with the historical accounts I read about the violent treatment of the San people by the settlers. Immersed in my research, I seldom visited the veld, and instead explored my childhood memories in new contexts of colonial history and apartheid. As much as this project was originally driven by a deep appreciation of and interest in this music and then an ongoing desire that it not be ignored, my own background as the granddaughter of a Karoo farmer had to be revisited and recontextualised as the project continued.

I remember sitting in June Bosch’s home one day when for once my childhood memories did not clash with the historical and contemporary stories of “coloured” people’s oppression and marginalization. June Bosch and her cousin, Loretta Fortune, told me a story from their childhood days in Caroline Street, Graaff-Reinet. On Tuesdays and Thursdays, water from the Van Ryneveld’s Pass Dam outside the town would be led into the cement furrows lining the streets for the townspeople to use. As the neighborhood children spotted the water, they would shout up the street to announce its presence and run for any and every available container. June was under strict instructions from her grandmother to water the garden roses first, and then to spray the unpaved street in order to settle the dust. After fulfilling these duties, the children would play in the furrows until the water flow ceased. Recognizing the similarity in our childhood games and activities with their focus on water made it poignantly apparent to me that we were all once children of the Karoo.

This research project thus stems from my own connection to Graaff-Reinet and its surrounding area. Combined with a strong scholarly fascination with this music, my reasons for undertaking the project also included the opportunity to revisit and perhaps, in some small way, to recapture the past. No longer a childhood escape, it is the spaces and sounds of this Karoo community that have offered me a new perspective on my relationship to this place and its people…

New book looks to redeem ‘mulatto

Mulattos defy classification, said Assistant Professor of Theology Brian Bantum.

Part black and part white, they do not fit neatly into any preconceived notions of our society—and that, in part, is what makes them so fascinating, he said.

“There is a structure of belief in whiteness, this idea of what it should be. It is a very clean system,” Bantum said. “Mulattos mixed things up.”

At Thursday’s Food for Thought in the Library Reading Room, Bantum read from his book “Redeeming Mulatto: A Theology of Race and Christian Hybridity.” Bantum said the inspiration for this book came from his doctoral dissertation and is highly personal.

Bantum’s book discusses theology in a mixed-race world and explores the intersection between identity and theology, he said. He said he began searching for the answer to race through church and religion, because he wanted to know what it meant to be mulatto and Christian…

…But now a third identity, mulatto—neither black nor white—is very strong, he said, and he believes it is directly tied to the Christian concept of a savior who is both divine and human. Bantum said the mixed identity of mulattos is similar to that of Jesus, who is both God and man

Martin de Porres (December 9, 1579 – November 3, 1639) was a lay brother of the Dominican Order who was beatified in 1837 by Pope Gregory XVI and canonized in 1962 by Pope John XXIII. He is the patron saint of mixed-race people and all those seeking interracial harmony.
 
He was noted for work on behalf of the poor, establishing an orphanage and a children’s hospital. He maintained an austere lifestyle, which included fasting and abstaining from meat. Among the many miracles attributed to him were those of levitation, bilocation, miraculous knowledge, instantaneous cures, and an ability to communicate with animals.

Account of his life

Juan Martin de Porres was born in the city of Lima, in the Viceroyalty of Peru, on December 9, 1579, the illegitimate son of a Spanish nobleman and a black former slave who was born in Panama. He had a sister named Juana, born three years later in 1581. He grew up in poverty; when his mother could not support him and his sister, Martin was confided to a primary school for two years, then placed with a barber/surgeon to learn the medical arts. This caused him great joy, though he was only ten years old, for he could exercise charity to his neighbor while earning his living. Already he was spending hours of the night in prayer, a practice which increased rather than diminished as he grew older….

The Tribe of Ishmael is a biblically derived moniker for hundreds of impoverished late-19th-century immigrants in Indianapolis whose applications for unrestricted public relief during an era of organized charity reform brought them special attention from clergy, politicians, and social scientists. Rev. Oscar C. McCulloch, of Plymouth Congregational Church in Indianapolis, named the Tribe and made its members the focus of his campaign to reform charity and eradicate pauperism. McCulloch and other observers conflated the Tribe as a loosely organized, mixed-race band of vagrants whose lifestyles and intermarriages perpetuated crime, wanderlust, and dependence on charity. Records show, however, that many of the families migrated to the Midwest from eastern and southern states in search of freedom and opportunity, living in the city and holding jobs at least part of the year. A family pedigree study of the Tribe that McCulloch began in the 1880s eventually became valuable to civic leaders seeking public support for selective reproduction laws. Arthur H. Estabrook, a caseworker for the Eugenics Record Office 1910–1929 and a biologist with particular interest in mixed-race genetics, edited the Tribe of Ishmael materials after World War I for use in support of anti-miscegenation, compulsory sterilization, and other negative-eugenics-based legislation intended to prevent reproduction by individuals deemed degenerate, unfit, or feebleminded. This paper compares the rhetoric of Estabrook’s edited and expanded version of the notes with McCulloch’s original materials in order to demonstrate the ways both narratives were crafted to further social policy agendas.

And he will be a wild man; his hand will be against every man, and every man’s hand against him; and he shall dwell in the presence of all his brethren.

Rainy weather and muddy streets kept many of his flock home on Sunday morning, January 20, 1878, when Rev. Oscar C. McCulloch of Indianapolis’s Plymouth Congregational Church delivered a sermon on the problem of the city’s poor. Charity was not an unusual topic within his congregation, which practiced the Social Gospel of applied Christianity—“the alleviation, by physical and spiritual means,” as McCulloch’s daughter, Ruth, would later explain it, “of poverty, ignorance, misery, vice and crime.” This particular lecture, however, reflected a change in his approach to welfare, away from almsgiving and toward the exclusion of applicants deemed unworthy of relief.

It was coincidence that had brought about this key shift in the well-known minister’s attitude: According to McCulloch, his pastoral visits to the poor had acquainted him with the members of one family whose dire poverty so disturbed him that he sought to secure them emergency aid at the Center Township Trustee’s office. There he learned, instead, of the family’s—and their friends’ and relatives’—long history of relief applications. At about the same time, he read a book about “the Jukes,” a New York clan that reminded him of the family he visited in Indianapolis. The book’s author, Richard L. Dugdale, a researcher interested in the causes of poverty and crime, had become curious about the frequency of family ties among inmates he encountered while inspecting county jails for the New York Prison Association. Although Dugdale’s study of criminality among the Jukes (the fictitious surname by which he identified the clan) conceded that environmental factors were as influential as hereditary causes in “giving cumulative force to a career of debauch,” McCulloch concluded that charitable aid targeted only at alleviating deficits such as hunger and homelessness encouraged the proliferation of degenerate families such as the Indianapolis clan, whom he labeled the Ishmaelites. He began to argue for compulsory social controls designed to prevent the “idle, wandering life” and “the propagation of similarly disposed children,” and helped craft legislation to create the State Board of Charities and the Center Township Board of Children’s Guardians. The collaboration he created between public and private charities infused the former—which gave relief without regard to an applicant’s character—with the latter’s strategy of giving based on moral merit. He reorganized the Indianapolis Benevolent Society as the Charity Organization Society (COS) and combined its efforts with those of Center Township relief caseworkers in order to identify citizens perceived to be making poverty their profession. Notes from interviews conducted and other public records gathered by these visitors of the poor were ultimately collected in McCulloch’s family study, which was intended to provide evidence of “a constellation of degenerate behaviors—including alcoholism, pauperism, social dependency, shiftlessness, nomadism, and ‘lack of moral control’ ” caused by inherited genetic defects and exacerbated by current charitable practice. The solution, McCulloch believed, was to “close up official out-door relief… check private and indiscriminate benevolence, or charity, falsely so-called… [and] get hold of the children.”

McCulloch’s renowned career as a progressivist minister and charity reformer was cut short by his premature death, at age forty-eight, in 1891. Although he had succeeded, by at least some estimates, in reducing the number of Indianapolis citizens receiving public and private relief, he did not live to see the unanticipated impact of his Ishmael study on eugenics, the emerging science of race improvement through selective breeding. His work, intended to reduce dependence on public welfare, continued for many years to be cited, with other family studies, as evidence of a need for legislative measures to compel mandatory sterilization of “mental defectives” and criminals. For McCulloch and others of his day, pauperism had in itself implied an inherited moral problem. The scientists who revised his Ishmael family documents in subsequent decades would emphasize his casual observations of individual feeblemindedness to support a more comprehensive agenda for social reform, one that included the institutionalization of adult vagrants, the prevention of any possibility of their future reproduction, and the segregation of their existing children—all to protect the integrity of well-born society’s germ-plasm. McCulloch had sought to analyze and solve a social problem through historical narrative; his family studies were later presented as scientific data in support of a larger plan for genetically based social control. The transformation of the largely unscientific Ishmael study and its disparaging rhetoric into a tool in support of a Mendelian agenda for racial hygiene can be seen through a comparison of two sets of Ishmael notes. An examination of the first set, based on records gathered by McCulloch and his colleagues in the late nineteenth century, alongside the second, revised set prepared by biologist Arthur H. Estabrook at the Eugenics Research Office (ERO) of the Carnegie Institution at Cold Spring Harbor, New York, after World War I, reflects the changing social context in which the notes were first written and later edited and reveals the value of the concept of inbred deficiencies to civic leaders seeking public support for racial purity laws…

…Arthur Estabrook’s interest in McCulloch’s “three generations” of intermarried poor families originated during his term as an investigator for the Indiana State Committee on Mental Defectives (1916–18) and continued during his subsequent work on hereditable human traits at the Carnegie Institution’s Eugenics Record Office (ERO), an organization founded in 1910 as a clearinghouse for data on human traits and heredity. Estabrook was especially interested in the traits of mixed-race groups and in the sterilization of “mental defectives.” He presented reexaminations of the Jukes and the Ishmaels at the Second International Congress of Eugenics, held in 1921 at the American Museum of Natural History in New York City. His work for the ERO also included The Nam Family: A Study in Cacogenics (1912, with Charles B. Davenport) and Mongrel Virginians: The Win Tribe (1926, with Ivan E. McDougle), studies that involved bi-racial and tri-racial individuals respectively. He represented the ERO in Virginia from 1924 to 1926 during an analysis of the issues in the Carrie Buck sterilization lawsuit, and served as the president of the Eugenics Research Association 1925–1926.

Estabrook’s activities following his move to the ERO reflected the widening scientific acceptance of eugenics research and a consequent turn toward more aggressive advocacy, on the part of some scientists and social reformers, for strong measures such as sterilization. Such reformers typically presented compulsory sterilization and other eugenic programs as humanitarian in approach and economic in efficiency. Their studies correlated the increase in immigration to the United States (as well as the persistence of allegedly inferior, native-born descendants of families such as the Ishmaels) with statistics on crime and poverty. In their 1912 report on a rural Massachusetts family they called the Hill Folk, ERO biologists Florence H. Danielson and Charles B. Davenport asked: “Should the industrious, intelligent citizen continue in each generation to triple or quadruple his taxes for maintaining these defectives… or can steps be taken to… prevent the propagation of inevitable dependents?” Other scientists openly expressed concern about cacogenics, the deterioration of a specific genetic stock. British biologist and educator William E. Kellicott spoke on the scientific, ethical, and economic impacts of racial purity and implored his audience “to think of the future of our communities and nations and of our race, rather than contentedly to… parade with self-satisfied air through our glass houses of Anglo-Saxon supremacy.” Dr. H. E. Jordon was even more to the point: “Unless some eliminating mechanism be installed the Anglo-Saxon race surely is doomed to the fate of the Greeks and Romans.”…

…RACIAL INTEGRITY

Indiana’s 1842 prohibition against miscegenation was still in force in the late 1800s to prevent the “amalgamation of whites and blacks.” A person with one black great-grandparent was considered to be “colored” or “negro.” Marriage between a white person and a person of more than one-eighth “negro blood” remained illegal in Indiana and many other states but some of the married couples recorded in the Ishmael study had apparently skirted those laws. Center Township notetakers often included descriptions of individuals’ complexions in the charity records. The inclusion of these observations of hereditary makeup alongside information such as criminal background or marital history implied that race was somehow genetically linked to pauperism, a significant inference in a city where the “colored” population was growing rapidly. Some individuals are described as mulatto or octoroon while others have “a trace of Negro blood”; some are “very dark” or “swarthy.” One married couple, he with “a trace” and she a mulatto, had a “funny little yellow boy.” One woman who was “very white and possessed very regular features” had a sister whose “very fair white skin” struck the note taker as a strange thing to find in such a poor woman. Another woman, who lived with a mulatto man, “would have been a white woman had she used soap.” A married couple lived on “a dirt street, with houses approaching the shack type, negroes and whites living together.” One man was “a mulatto… born a slave in Virginia, but in some manner secured his freedom… His third and last wife was a very black woman. She had a little property and this was [his] motive for marrying her.” Another man “was a mulatto but seems to have owned a little property.” And another “was of much better mentality than his wife though not of average ability even for a mulatto.”

Although ad hominem comments on race were deleted in the ERO Notes, there is no question that Estabrook resumed study of the Ishmaels in 1915 because of their perceived value to eugenic arguments on racial integrity. The materials he crafted in support of his theories on feeblemindedness for his 1921 presentation to the Second International Congress of Eugenics were archived at the Eugenics Record Office not under “Criminality” or “Mendicancy” (begging or vagrancy) but with files on “Race,” listed between “Negro” and “American Indian–Negro.” Where the Indiana Notes had attempted to document a causal relationship between pauperism and inbred degeneracy at the end of the nineteenth century, the ERO Notes emphasized the social and economic costs to twentieth-century society of unregulated procreation by the “extremely prolific” lower classes. “The underlying condition of the whole Tribe is seen to be feeble-mindedness,” Estabrook asserted, which in poor conditions causes “the anti-social reaction of pauperism, crime, and prostitution.”…

De La Torre La Torre says U.S.-Mexico border isn’t only barrier facing Latinos.

From Tijuana on the Pacific Ocean to Matamoros on the Gulf of Mexico runs a 1,833-mile border separating the United States from Latin America. Around the halfway point on this border is Ciudad Juárez. Flowing southeastwardly from Ciudad Juárez to Matamoros is the Rio Grande, literally the Big River.

Ironically, the word “grande” (big) is a misnomer. The river is narrow and shallow in several places, allowing for easy crossing for those who are impoverished and dream of simply surviving in “el Norte,” the North. 
 
The rest of the border, from Ciudad Juárez toward the west, comprises of little more than a line drawn upon the ground. Part of this line is demarcated by a 15 foot-high wall. Landing strips used during the First Iraqi War were recycled in 1994 by Immigration and Naturalization Service to construct this wall.
 
The hope of INS was to stem the flow of mainly Mexican immigrants through the San Diego area and Nogales, Ariz. But the flow continues, only now through miles of hazardous deserts where many fall victims to the elements.
 
This artificial line is more than just a border between two countries. Some Latino/as have called it a scar caused by where the First and Third World rub-up against each other…

…But the borderlands are more than just a geographical reality–they also symbolize the existential reality of U.S. Latina/os. Most Hispanics, regardless as to where they are located or how they or their ancestors found themselves in the United States, live on the borders.

Borders separating Latina/os from other Americans exist in every state, every city and almost every community, regardless as to how far away they may be from the 1,833 mile line. Borders are as real in Chicago, Ill., Topeka, Kan., Seattle, Wash., or Chapel Hill, N.C., as they are in Chula Vista, Calif., Douglas, Ariz., or El Paso, Texas.

To be a U.S. Hispanic is to constantly live on the border—that is, the border that separates privilege from disenfranchisement, that separates power from marginalization, and that separates whiteness from “colored.” Most U.S. Hispanics, regardless as to where they live, exist in the borderlands.
 
To live on the borders throughout the U.S. means separation from the benefits and fruits society has to offer its inhabitants. Exclusion mainly occurs because Hispanics are conceived by the dominant Euroamerican culture as being inferior. They are perceived as inferior partly due to the pervasive race-conscious U.S. culture. For centuries Euroamericans have been taught to equate nonwhites, specifically mixed-race persons, as inferior. Seen derogatorily as “half-breeds,” a mixture of races and ethnicities (Caucasian, African, Amerindian or any combination thereof) means limited access to education and social services.

But while U.S. Hispanics are treated with equal disdain, it would be an error to assume the U.S. Latina/os are some type of monolithic group. Quite the contrary, Hispanics are a mestizaje (mixture) or combination of ethnicities, a mestizaje of races, and a mestizaje of cultures…
