While mixed race is one of the fastest-growing ethnic groups in the UK, there is nothing new in people from different cultures getting together

Olive was just 15 when she met the man who was to become her husband. It was 1930s Cardiff and the trainee nurse had become lost on her way home from the cinema to the Royal Infirmary. “I stopped and asked this boy the way to Queen Street. And we started talking and I think we fell in love there and then.”

The “boy” Olive met on the street that night was Ali Salaman, a young Yemeni working as a chef in his own restaurant, the Cairo Café, a popular hang-out in the city’s Tiger Bay neighbourhood. Despite being told by her priest that she was marrying a heathen, the Methodist teenager married Ali Salaman when she was 16 and they went on to have 10 children.

With mixed race now measured in the national census and one of the fastest growing ethnic groups, it is often viewed as a contemporary phenomenon. But Chamion Caballero, senior research fellow at London South Bank University’s Weeks centre, says: “There is a long history of racial mixing in the UK that people don’t talk about.”

Caballero has co-authored as yet unpublished research with Peter Aspinall, reader in population health at the University of Kent, that puts contemporary mixing into perspective.

It demonstrates that unions between white British women and men from immigrant communities were commonplace in areas where they were thrown together in the 1920s, 30s and 40s: from South Shields and Liverpool’s Toxteth to Cardiff’s Tiger Bay and London’s Docklands. The Era of Moral Condemnation: Mixed Race People in Britain, 1920-1950, shows that although they faced prejudice from some, mixed race families created new communities in which those from different backgrounds swapped cultural traditions. …Aspinall says the dominance of eugenics during this period was central to such attitudes. “If you look at the aims of the British Eugenics Society in the 1930s there was this explicit statement about the dangers of what they called race crossing,” he says. Marie Stopes, then a prominent eugenicist, advocated that all “half castes” should be “sterilised at birth”. Connie Hoe, the daughter of a Chinese father and white mother, was one of dozens of mixed race children who were experimented on by the eugenics society to test the relationship between physical appearance and intellect…

 Although the ‘Mixed’ primary and secondary school population is rapidly growing in both size and recognition, pupils from mixed racial and ethnic backgrounds are largely invisible in current educational policies and practices regarding minority ethnic pupils. In light of initial Local Education Authority-level data which suggested that pupils from Mixed White/Black Caribbean backgrounds were significantly underachieving and over-represented in school exclusions, the authors of this article conducted a research project which, through a combination of quantitative and qualitative methods, explored the educational attainment, experiences and needs of this group of pupils. Drawing on the qualitative data from the project, this article will discuss three key areas of findings. Firstly, by presenting data from the case study interviews with pupils, parents, teachers and specialist educational (local Ethnic Minority Achievement Service) advisors, the authors will discuss how the perceptions of the White/Black Caribbean pupils they encountered in the schools encompassed both traditional constructions of ‘mixedness’—which conceptualise mixed identities as inherently problematic—and emerging ‘new wave’ constructions—which conceptualise mixed identities not only as unproblematic, but as positive and celebratory. Secondly, the authors discuss the extent to which these perceptions and their potential impact on pupils’ achievement are supported or challenged by existing educational policies and practices. They conclude by highlighting some of the methodological and theoretical challenges encountered in researching mixedness in the educational context and discuss the implications of these for both their research project and the field of ‘mixed race studies’ as a whole.

Foreword

The increasing visibility of mixedness and mixed people has led to a great deal of reflection on the nature of ethnic identities and their significance for society at large. In the light of census data predicting ‘mixed race’ becoming the largest ethnic minority group within two decades, there has been widespread debate about what this means for race and race relations in the 21st century. However debates on this subject rarely engage critically with the complexity that discussions of identity, let alone mixed ethnic identities truly deserve. The statistic above has often been accepted at face value with little thought devoted to teasing out exactly what such a ‘fact’ assumes about the nature of race, and whether these assumptions are ones that a modern, multi-ethnic nation is comfortable with.

In order to address this lack of nuance, Runnymede and the Arts Council have commissioned this thinkpiece by Dr Chamion Caballero. The piece examines some of the assumptions that surround mixed identity in Britain today, and places them in a historical, political and policy context. Taking contributions from practioners in the Arts, many of whom have engaged this issue directly; it lays out the three key topics that arise from reflection on the debates. Dr. Caballero argues that the first such issue is Recognition of Experience and whether the recognition of mixed experience is welcome or even necessary. Following on from this is the Negotiation of Complexity; many of the artists who commented stressed that representation of mixed identity must involve recognising the complex nuances inherent in that identity if it is not to become shallow, reductive, or irrelevant. The final issue, and perhaps the most loaded is the Politics of Ownership; who gets to define ‘mixedness’ and who gets to represent it, are sensitive issues that must be borne in mind, and many of the participants were wary of easy answers to these questions.

The debates identified by this think piece (and hopefully the ones sparked by it) are highly important to our understanding of racial dynamics in British society today. Questions of mixedness open up further questions not just about our concepts of race but of the nature of identity and its construction. Debates rage about the apparent failure of the multicultural project and its policy successors, about biological determinism and the role of genetics, about immigration and nationality, and about the role of art in a society facing economic strictures not seen in a generation. Deeper reflections upon concepts like race and identity, art and culture which underpin so many of these discussions could therefore scarcely be more timely. We publish this paper to encourage, rather than close down debate. We believe that it is important that we reflect on these issues and consider how best to ensure that policy and practice delivers for all if we are to become a successful multi-ethnic society.

This article is concerned with how and why parent couples from different racial, ethnic and faith backgrounds choose their children’s personal names? The limited literature on the topic of names often focuses on outcomes, using birth name registration data sets, rather than process. In particular, we consider the extent to which the personal names that ‘mixed’ couples give their children represent an individualised taste, or reflect a form of collective affiliation to family, race, ethnicity or faith. We place this discussion in the context of debates about the racial and faith affiliation of ‘mixed’ people, positing various forms of ‘pro’ or ‘post’ collective identity. We draw on in-depth interview data to show that, in the case of ‘mixed’ couple parents, while most wanted names for their children that they liked, they also wanted names that symbolised their children’s heritages. This could involve parents in complicated practices concerning who was involved in naming the children and what those names were. We conclude that, for a full understanding of naming practices and the extent to which these are individualised or affiliative it is important to address process, and that the processes we have identified for ‘mixed’ parents reveal the persistence of collective identity associated with race, ethnicity and faith alongside elements of individualised taste and transcendence, as well as some gendered features.

Information from the UK Census indicates that parents of children from mixed racial or ethnic backgrounds constitute one of the highest lone parent groups in the country. Like all other groups of lone parent families, these are overwhelmingly headed by mothers.

In this research report Dr. Chamion Caballero and Prof. Rosalind Edwards, of the London South Bank University, pulls together data from interviews with mothers of mixed-race children whose fathers are absent. Some of the anecdotal evidence is from those who brought up their children decades ago, and this is compared with the experiences of women doing the same today.

The report explores the specific racisms, prejudices and stereotypes that this group of women and children have been faced with – both then and now – and where, if anywhere, they have been able to turn for support.

In this article, we draw on data from an in-depth study of thirty-five parent couples from different racial, ethnic and faith backgrounds to explore how they understood and negotiated difference and belonging in bringing up their children. We identify and abstract three main typifications the mothers and fathers drew on in their accounts: open individualized, mix collective and single collective, and elaborate their constituent discursive motifs. Using in-depth case studies, we then consider the part played by these typifications in how parents negotiate their understandings with their partner where they hold divergent views. We conclude that parents’ understandings are developed and situated in different personal and structural contexts that shape rather than determine their understandings and negotiations.

Introduction

In March 2003, a team from the University of Bristol working in association with Birmingham Local Education Authority (LEA) was commissioned by the DfES (Department for Education and Skills) to conduct research into the educational needs of mixed heritage pupils with specific reference to the barriers to achievement faced by White/Black Caribbean pupils. Qualitative research was carried out in fourteen schools in six LEAs (primary schools with more than 10% of mixed heritage pupils and secondary schools with more than 5% of mixed heritage pupils). Quantitative data from the DfES National Pupil Database are also reported.

Key findings

  • The attainment of White/Black Caribbean pupils is below average, the attainment of White/Black African pupils is similar to average in primary schools and slightly below average in secondary schools and the attainment of White/Asian pupils is above average.
  • The key barriers to achievement facing pupils of White/Black Caribbean origin are in many cases similar to those faced by pupils of Black Caribbean origin. They are more likely to come from socially disadvantaged backgrounds; are more likely to experience forms of institutionalised racism in the form of low teacher expectations; and, are more likely to be excluded from school.
  • White/Black Caribbean pupils also face specific barriers to achievement. Low expectations of pupils by teachers often seem based on a stereotypical view of the fragmented home backgrounds and ‘confused’ identities of White/Black Caribbean pupils. These pupils often experience racism from teachers and from their White and Black peers targeted at their mixed heritage. This can lead to the adoption of what are perceived to be rebellious and challenging forms of behaviour.
  • The barriers to achievement experienced by White/Black Caribbean pupils operate in a context where mixed heritage identities (including those of White/Black Caribbean, White/Black African and White/Asian pupils) are not recognised in the curriculum or in policies of schools and of LEAs. In the case of White/Black Caribbean pupils, their invisibility from policy makes it difficult for their underachievement to be challenged.
  • In those schools where White/Black Caribbean pupils achieve relatively highly they often benefit from inclusion in policies targeted at Black Caribbean learners, with whom they share similar barriers to achievement and with whom they often identify.
  • Even in these schools, however, the specific barriers to achievement faced by White/Black Caribbean learners are rarely explicitly addressed.

In our 2004 report from the DfES, our analysis indicated that 2.5% of the national school age population were identified as belonging to the overall ‘Mixed’ ethnic group, with large regional variations. The largest proportion of these pupils could be found in the Inner London area – they constituted 7.3% of school pupils. The smallest was in the North East – 0.7%.

Insights into parenting ‘mixed’ children.

More and more is known about the ‘mixed’ population of Britain – those brought up in families with different racial, ethnic and faith backgrounds. But less is known about their parents. Who are they and what are their experiences of bringing up their children?

This report aims to provide insights about parenting mixed children to inform debates about family life and professional strategies for support. Focusing on mothers and fathers living together, it:

  • Investigates how parents from different racial, ethnic and/or faith backgrounds give their children a sense of belonging and identity.
  • Examines parents’ approaches to cultural difference and how they pass on aspects of belonging and heritage across generations.
  • Explores the opportunities, constraints, challenges and tensions in negotiating a sense of identity and heritage between parents.
