Taking my seat at the Four Seasons Centre for the Performing Arts, home of the Canadian Opera Company (COC) to watch the debut of Louis Riel, I snap a photo with my camera. (above). Immediately and out of nowhere an usher appears to inform me that I can’t take photos inside the hall, because the set design is copyrighted. I’m surprised by this, as the image used is clearly derived from a public domain photo of Riel, something that Métis rightfully regard as part of our historical legacy.

In truth though, I’m more annoyed that five minutes before this a number of Nisga’a—represented by the Git Hayetsk and Kwhlii Gibaygum Dancers—had presented to opera-goers on the theft of one of their songs by the opera’s composer, a lament song from the House of Sgat’iin. After contacting the COC, they had worked to educate the audience and the COC on how the composer took one of their sacred songs, without permission or prior knowledge, using Cree words in place of theirs and renamed the Kuyas Aria (read their critique in the opera’s program here).

The irony, of course, was that while the opera appropriated Indigenous songs and stories, my photo for Instagram was somehow violating the intellectual property of one of the many non-Native people who had decided to remix Indigenous culture, history, and imagery for non-Indigenous consumption. It reinforced the tightly held colonial notion that everything that once belong to us now belongs to “everyone,” and that in the name of art all is open to appropriation—and eventual ownership—by Canadians…

More than a century after being hanged for treason, Métis leader Louis Riel still has the power to polarize Canadians along ethnic lines.

Riel was born in 1844 in a fur-trading community known as the Red River Settlement, near modern-day Winnipeg. He came to fame in the fight for Métis rights and culture as the newly-formed Canadian government sought to expand its reach into his people’s prairie homeland.

Riel remains today one of the most studied figures in Canadian history and his “blood line” is still a topic of heated discussion because he was of French and Dene heritage.

“People talk about Riel in fractions all the time—that he is 1/8 Indian and so more white than native” says Brenda Macdougall. “When we discuss him in this fashion, it not only undermines who Riel was, it undermines who we are.”

Macdougall is the province’s first Chair in Métis Research at the University of Ottawa, a position funded by an endowment from the government of Ontario and the University of Ottawa. As chair, and a Métis woman herself, she has thought deeply about what the term means.

Historically, it was the French word for a person of mixed European and Indian ancestry, much like the word half-breed meant “mixed” in English. But Macdougall says the term has evolved over time to mean something more profound: a people who share a history, culture, and geography…

Against the backdrop of these legendary uprisings, Jennifer Reid examines Riel’s religious background, the mythic significance that has consciously been ascribed to him, and how these elements combined to influence Canada’s search for a national identity. Reid’s study provides a framework for rethinking the geopolitical significance of the modern Canadian state, the historic role of Confederation in establishing the country’s collective self-image, and the narrative space through which Riel’s voice speaks to these issues.

THE MÉTIS leader Louis Riel is perhaps best known to readers of Minnesota History in connection with the Red River insurrection of 1869-70. When Canada agreed to purchase Rupert’s Land, the immense fur trading preserve of the Hudson’s Bay Company, no one bothered to consult the mixed-blood inhabitants of the country. Riel led the métis who lived at the forks of the Red and Assiniboine rivers in a movement of resistance, insisting that Canada meet certain metis demands before taking possession of Rupert’s Land. The métis were clamoring for local self-government, recognition of their French language and Catholic religion, and protection of their traditional land holdings and other customary rights, such as free trade with the United States.

In one sense the metis resistance was a success. It forced the Canadian government into negotiations in which many of the métis demands were conceded and legally entrenched in the Manitoba Act which gave birth to the province of that name. Howvever, the victory was tainted by the debacle of Thomas Scott’s execution. Scott, an Ulster Orangeman who had also lived in Ontario, belonged to the small Canadian faction in Red River Settlement that tried to overthrow Riel s government. The métis imprisoned Scott for “counter-revolutionary” activities and, when he proved difficult to control in captivity’, executed him by firing squad on March 4, 1870. Riel wanted to make his provisional government respected, but this gratuitous act of brutality was a terrible mistake. It so inflamed opinion in Canada against Riel that he was forced to flee Manitoba when Canadian troops arrived in the new province in August, 1870.

Riel took refuge in St. Joseph, Dakota Territory. In fact, he spent about half his adult life in the United States. He was south of the Canadian border episodically in 1866-68 and 1870-75 and lived continuously in the United States from January, 1878, to June, 1884,
becoming an American citizen on March 16, 1883…

Louis Riel was the late nineteenth-century leader of the Métis, an indigenous, North American people of mixed descent. His political protests challenged conventional notions of Canadian identity and earned him a prestigious place in Canadian national history. His challenges to US national identity, however, have been almost totally overlooked. This article examines how the responses of US press members and policy makers to Riel’s politics and racial status reflected and contributed to changing understandings of what it meant to be a member of the US nation and of civilisation more broadly. It suggests that ascriptive criteria such as race, ethnicity, religion and language were central aspects of US national identity.

Introduction

In the spring of 1885, a violent conflict erupted in Canada, garnering front-page headlines in North American newspapers for months. Louis Riel, leader of the Métis, a people of indigenous and European descent, had launched his second militant protest against the Canadian government’s violation of Métis land rights. Riel a charismatic, bi-national political activist not only redefined the Canadian political landscape; he also challenged conventional notions of what it meant to he American and a member of the civilised world. Questions about the identities of the mixed-blood Indian-European peoples of Canada and the United States have puzzled historians and anthropologists in both countries. Who are the mixedbloods of North America? Why do they have a strong collective identity in Canada, and virtually none in the United States? Why is the collective identity in Canada largely French-Cree and Catholic? What happened to the English-speaking Protestant Halfbreeds? Why do the Protestant, English-speaking mixed-bloods no longer exist as a unique group either in Canada or in the United States, but identify themselves as White, Indian or Métis in Canada and Indian or White in the United States? While it has become commonplace to view mixed-blood peoples as products of the culture and economy of the fur trade, it is much more difficult to trace the roots of the process that created an identifiable Metis ‘nation’. It is even more difficult to determine why no strong mixed-blood identity emerged in the United States.

Canada is one of the largest countries in the Americas, indeed the world. Yet, for such a territorial behemoth, it is barely acknowledged in inter-American discourse. There are two main explanations for this peculiar state of affairs. First, Canada remains extremely ambivalent about its spatial location. Second, hemispheric studies have become increasingly oriented along a US/Hispanic America axis. Even more than Brazil, the other forgotten giant, Canada is seldom considered in continental dialogues, whether they originate in the USA or in Spanish America. This general elision is regrettable for a series of reasons, notably the fact that the Canadian experience can complicate some of the verities about (inter) American life and culture, as is illustrated by racial hybridity.

Canada is one of the largest countries in the Americas, indeed the world; or, as Richard Rodriguez jokes, at least for the people of the USA, it is ‘the largest country in the world that doesn’t exist’ (Rodriguez, 2002: 161). In any case, for such a territorial colossus, Canada is barely acknowledged in inter-American discourse. There are two main explanations for this peculiar state of affairs. First, Canada remains extremely ambivalent about its spatial location. Second, hemispheric studies have become increasingly oriented along a US/Hispanic America axis. Thus, even more so than Brazil, the other forgotten giant, Canada is seldom considered in continental dialogues, whether they originate in the USA or in Spanish America. This general elision of Canada, I will argue in my article, is regrettable for several reasons. To begin with, you can hardly attain a real understanding of the continent if you exclude such a large portion of its landmass. No less significant, the Canadian experience can complicate some of the verities about (inter) American life and culture. This is particularly true of racial hybridity. For such prominent figures as Símon Bolívar, José Martí, José Vasconcelos and Roberto Fernández Retamar, racial crossing is one of the key elements that differentiates ‘Nuestra America’ from Anglo-America, the USA. However, what they do not seem to realize is that two racially-mixed communities or nations, the Métis and the Halfbreeds, blossomed in the so-called Great White North. Moreover, the leader of one of those groups, Louis Riel, became one of the great exponents of racial hybridity and continental identity in the Americas. Indeed, as I will try to demonstrate, Riel’s writings underscore the urgency of placing inter-American studies in a truly continental context; that is, of bringing the north of America into America…
