“All societies periodically have to do soul-searching,” says Melissa Nobles, the Arthur and Ruth Sloan Professor of Political Science. With research that illuminates historic episodes of racial and ethnic injustice, Nobles has developed a deep understanding of how different nations go about the process of self-examination and attempt to right the wrongs of the past. Such efforts, believes Nobles, require rigorous honesty and “making sure all voices are heard.”

Budding Political Aspirations

A self-described “political person,” Nobles learned early on about speaking up in the public arena. She was class president during most of her high school years in New Rochelle, NY and remembers attending forums in city hall to protest the school board “taking our school’s money away.” The daughter of parents born and raised in the American South, Nobles grew up during a racially fraught era, and was riveted by news accounts of the civil rights movement, as well as profoundly interested in the political struggles and history of black Americans.
 
Politics and Race
 
This passion to understand politics and its relation to race found an outlet during Nobles’ undergraduate years at Brown University in the early 1980s. Through courses on Latin America, she became fascinated with Brazil, a slave-holding country like the U.S. well into the 19th century. The prevailing academic wisdom was that post-slavery, Brazil evolved into a racial democracy with “no sharp lines of racial demarcation,” while the U.S. saw reconstruction, Jim Crow, racial violence and socioeconomic inequities.
 
But as scholars scrutinized the lives of contemporary Brazilians of color, the disparity (between U.S. and Brazilian national stories) began to crumble. According to Nobles, who eagerly absorbed the new findings, “all socioeconomic indicators that make democracy meaningful didn’t look so good for them, and in a further irony, things looked better for black Americans.” She recalls thinking, “If I’d been born in Brazil, looking the way I do, I wonder what my life outcomes would have been.”…

The 1850 census marked a watershed in census-taking in several ways. For our purposes, a large part of its significance rests in the introduction of the “mulatto” category and the reasons for its introduction. This category was added not because of demographic shifts, but because of the lobbying efforts of race scientists and the willingness of certain senators to do their bidding. More generally, the mulatto category signaled the ascendance of scientific authority within racial discourse. By the 1850s, polygenist thought was winning a battle that it had lost in Europe. The “American school of ethnology” distinguished itself from prevailing European racial thought through its insistence that human races were distinct and unequal species. That polygenism endured at all was a victory, since the European theorists to abandon it. Moreover, there was considerable resistance to it in the United States. Although most American monogenists were not racial egalitarians, they were initially unwilling to accept claims of separate origins, permanent racial differences, and the infertility of racial mixture. Polygenists deliberately sought hard statistical data to prove that mulattoes, as hybrids of different racial species, were less fertile than their pure-race parents and lived shorter lives.

Categories of race (ethnicity, color, or both) have appeared and continue to appear in the demographic censuses of numerous countries, including the United States and Brazil. Until recently, such categorization had largely escaped critical scrutiny, being viewed and treated as a technical procedure requiring little conceptual clarity or historical explanation. Recent political developments and methodological changes, in US censuses especially, have engendered a critical reexamination of both the comparative and the historical dimensions of categorization. The author presents a comparative analysis of the histories of racial/color categorization in American and Brazilian censuses and shows that racial (and color) categories have appeared in these censuses because of shifting ideas about race and the enduring power of these ideas as organizers of political, economic, and social life in both countries. These categories have not appeared simply as demographic markers. The author demonstrates that censuses are instruments at a state’s disposal and are not simply detached registers of population and performance.

Racial theorist, medical doctor, scientist, and slaveholder Josiah Nott lobbied certain senators for the inclusion in the census of several inquiries designed to prove his theory of mulatto hybridity and separate origins. In the end, the senators voted to include only the category “mulatto,” although they hotly debated the inclusion of another inquiry—“[d]egree of removal from pure white and black races”—as well. Instructions to enumerators for the slave population read, “Under heading 5 entitled ‘Color,’ insert in all cases, when the slave is black, the letter B; when he or she is a mulatto, insert M. The color of all slaves should be noted.” For the free population, enumerators were instructed as follows: “in all cases where the person is black, insert the letter B; if mulatto, insert M. It is very desirable that these particulars be carefully regarded.”

The 1850 census introduced a pattern, especially in regard to the mulatto category, that lasted until 1930: the census was deliberately used to advance race science. Such science was fundamental to, though not the only basis of, racial discourse—that is, the discourse that explained what race was. Far from merely counting race, the census was helping to create race by assisting scientists in their endeavors. Although scientific ideas about race changed over those 80 years, the role of the census in advancing such thought did not.

The abolition of slavery and the reconstitution of White racial domination in the South were accompanied by an enduring interest in race. Predictably, the ideas that race scientists and proslaveryadvocates had marshaled to defend slavery were used to oppose the recognition of Black political rights. Blacks were naturally inferior to Whites, whether as slaves or as free people, and should therefore be disqualified from full participation in American economic, political, and social life. Although scientists, along with nearly all Whites, were convinced of the inequality of races, they continued in their basic task of investigating racial origins. Darwinism presented a challenge to the still dominant polygenism, but the mulatto category retained its significance within polygenist theories. Data were needed to prove that mulattoes lived shorter lives, thus proving that Blacks and Whites were different racial species…

…The mulatto category remained on the 1910 and 1920 censuses for the same reason that it had been introduced in 1850: to build racial theories. (Census officials removed the category from the 1900 census because they were dissatisfied with the quality of 1890 mulatto, octoroon, and quadroon data.) The basic idea that distinct races existed and were enduringly unequal remained firmly in place. What happens when superior and inferior races mate? Social and natural scientists still wanted to know. But the advisory committee to the Census Bureau decided in 1928 to terminate use of the mulatto category on censuses.

The stated reasons for removal rested on accuracy. Had the advisory committee possessed confidence in the data’s accuracy or the Census Bureau’s ability to secure accuracy, “mulatto” might well have remained on the census. The committee did not refer to the evident inability of the mulatto category to settle the central, if shifting, questions of race science: first,whether “mulatto-ness” proved that Whites and Blacks were different species of humans, and then, whether mulattoes were weaker than members of the so-called pure races. The exit of the mulatto category from the census was markedly understated, especially whencompared with its entrance in 1850 and its enduring significance on 19th-century censuses.

Beginning with the 1890 census, all Native Americans,whether taxed or not,were counted on general population schedules. Much as racial theorists believed that enumerating mulattoes would prove their frailty, they thought that Native Americans were a defeated and vanishing race. Given the weight of these expectations in the late 19th century, it is not surprising that census methods and data reflected them. As the historian Brian Dippieobserved, “the expansion and shrinkage of Indian population estimates correlate with changing attitudes about the Native American’s rights and prospects.” The idea of the vanishing Indian was so pervasive that the censuses of 1910 and 1930 applied a broad definition of “Indian” because officials believed that each of these censuses would be the last chance for an accurate count.

What Brazil Does Well (Dávila)

In the United States and Brazil, Jim Crow’s shadow has yielded divergent understandings of the nature of racial inequality and the role of race-conscious policies. In the U.S., placing “separate but equal” in the rearview mirror feeds legal challenges to affirmative action.

But in Brazil, the distance from Jim Crow shapes a growing recognition that racial discrimination and inequality are not legacies and are not just the fruit of segregation. To the contrary, they have a stubbornly viral ability to reproduce and renew themselves…

…These Brazilian policies are not meant to redress legacies of racism: instead, they recognize and counteract ongoing inequalities. Brazil, in turn, has drawn a lesson from the U.S. history with affirmative action: policies that promote inclusion are insufficient without policies that reduce exclusion.

Race Is Too Hard to Identify (Fry)

Racial quotas in universities are polemical. For a start, they can hardly be called “U.S. style” since they would be unconstitutional in the United States. Furthermore, unlike the U.S., the majority of Brazilians do not classify themselves neatly into blacks and whites. In Brazil, therefore, eligibility for racial quotas is always a problem…

Quotas Are Working in Brazil (Nobles)

In 2004, when state and federal universities began implementing affirmative action policies, Brazil closed one chapter of its history and began another.

Brazil’s once dominant “myth of racial democracy,” made the contemplation, let alone implementation, of such policies impossible for most of the 20th century. Unlike the United States, Brazil’s post-slavery experience had not included deeply entrenched legal and social barriers. Nor had it included rigid racial identifications. Affirmative action policies were not needed, or so the reasoning went…

…Today, debate turns on arguments about merit and racial identity. Some hold that the quota system violates meritocracy. But basing university admissions solely on high-stakes standardized tests, which significantly advantage test preparation, seems a dubious way of determining merit. Others argue that Brazil’s system of racial classification is too fluid and ambiguous: the problem of “who is black?”…

Brazil Sets an Example to Follow (Seigel)

Affirmative action programs in Brazil are widespread and growing. Based on state legal victories beginning in 2000 and directed to expand further by the far-reaching federal Racial Equality Statute passed in 2010, all but three of Brazil’s 26 states now have reparative quota systems. The widespread objection that Brazilian racial categories were too fluid to define “black” for policy purposes has not panned out. Candidates define their racial identity themselves; apparently the disincentives to proclaiming black identity in a society still shot through with racist presumptions are enough to stave off the flood of sneaky white candidates who opponents claimed would jam the system. Plus, Brazilian affirmative action is not solely racial; it is class-based as well, and implemented in intelligent ways. In most states, quota candidates’ families must meet a salary limit, and an equal number of slots are set aside for children who have attended Brazil’s challenged public school system as for black students. Since most families poor enough to meet the income ceiling will have sent their kids to public schools, this means most students who meet the income requirement can apply, regardless of color…

Looking to the U.S. Has Been a Mistake (Maggie)

The history of racial relations in Brazil, which is completely different from the American case, leads me to believe that no, Brazil would not benefit from U.S.-style affirmative action.

In Brazil, there was no legislation dividing the population into “races,” nor prohibiting marriage between people of different “races,” in the post-abolition period; we’ve had no “one drop of blood” rule. The result is a national society based on the idea of mixture. U.S. affirmative action seeks to unite and make equal what had been separated by law. To implement this in Brazil, we would have to create legal identities based on the opposition between whites and blacks or African descendents.

Step in the Right Direction (Guimarães)

Brazil has already implemented some important affirmative action programs in higher education, and the balance is overall positive. Some 71 universities — with free tuition, linked to the federal system of higher education — as well as different state universities now have some kind of preferential system of entrance benefiting disadvantaged students (those coming from public high schools, those self-declared “pretos,” or blacks; “pardos,” or browns; “indigenous”; or those with low incomes).

The best thing is that those policies were taken one by one by different university boards trying to adapt the principles of social or racial justice to their regional reality. Available data on the school performance of those students show that they are doing pretty well and are not putting any kind of stress on the system. The real stress comes more from the huge expansion of slots than from the admission system.

Symbolically those policies are important in showing that being black (preto or pardo) in Brazil today is no longer a source of shame but rather one of pride. Descent from Africa is openly assumed and socially recognized. The policies also demonstrate that publicly financed universities must care for the quality of the education they offer without degrading the fairness of their admission when it becomes biased by class, race or color…

As America’s decennial headcount gets under way, an MIT political scientist discusses the history of race and ethnicity in the U.S. Census

April 1 marks National Census Day, the official date of this year’s U.S. Census. To help put the census in context, MIT News spoke with Associate Professor of Political Science Melissa Nobles, whose teaching and research interests span the comparative study of racial and ethnic politics, and issues of retrospective justice. Her book, “Shades of Citizenship: Race and the Census in Modern Politics” (Stanford University Press, 2000), examined the political origins and consequences of racial categorization in demographic censuses in the United States and Brazil.

Q. You’ve noted in your book that the initial impetus for census-taking was political, and yet the earliest censuses also included racial categories. Why are race and ethnicity included in the U.S. Census?

A. Census-taking in the U.S. is as old as the Republic. The U.S. Constitution mandates that an “actual enumeration” be conducted every 10 years to allow for representational apportionment. The initial impetus for census taking was political. Yet the earliest censuses also included racial categories. The inclusion of these categories offers important insights into the centrality of racial and ethnic identifications in American political, economic and social life. Many Latin American nations have long proudly proclaimed a multiracial ideal: unlike the United States, countries like Brazil and Mexico have celebrated the mixing of races, and claimed to extend equal rights and opportunities to all citizens, regardless of race. As a result of the region’s regnant faith in racial democracy, it has long been widely assumed that Latin American societies are nondiscriminatory and that their deep economic and social disparities have no racial or ethnic component.

Yet new statistical evidence (a byproduct of democratization) suggests that most of the region’s societies have yet to surmount racial discrimination. At the very time that some in the United States have timidly embraced multiracialism as a fitting ideal for North Americans, Latin American critics have begun to argue that multiracialism, like racial democracy, functions as an ideology that masks enduring racial injustice and thus blocks substantial political, social, and economic reform.

Latin American elites have always been deeply concerned about the racial stocks ol their populations and have always prized the European antecedents of their peoples and cultures—just like their Counterparts in the United States. But at the same time, and unlike their U.S. counterparts, Latin American political and cultural leaders in the first half of the twentieth century viewed their societies as unique products of racial intermingling. Sensing that such racial mingling might help define an emergent nationalism, intellectuals and statesmen argued that extensive racial mixture had resulted in the formation of new, characteristically ‘national’ races.

For example, the Mexican philosopher José Vasconcelos (1882- 1959) famously celebrated the idea of racial mixture by arguing that all Latin Americans, and not just Mexicans, were a raza cósmica (cosmic race) comprised of both Spanish and indigenous peoples. It reconstructs the history of racial categorization in American and Brazilian censuses from each country’s first census in the eighteenth and nineteenth centuries up through the 2000 census. It sharply challenges certain presumptions that guide scholarly and popular studies, notably that census bureaus are (or are designed to be) innocent bystanders in the arena of politics, and that racial data are innocuous demographic data.

Using previously overlooked historical sources, the book demonstrates that counting by race has always been a fundamentally political process, shaping in important ways the experiences and meanings of citizenship. This counting has also helped to create and to further ideas about race itself. The author argues that far from being mere producers of racial statistics, American and Brazilian censuses have been the ultimate insiders with respect to racial politics.

For most of their histories, American and Brazilian censuses were tightly controlled by state officials, social scientists, and politicians. Over the past thirty years in the United States and the past twenty years in Brazil, however, certain groups within civil society have organized and lobbied to alter the methods of racial categorization. This book analyzes both the attempt of America’s multiracial movement to have a multiracial category added to the U.S. census and the attempt by Brazil’s black movement to include racial terminology in census forms. Because of these efforts, census bureau officials in the United States and Brazil today work within political and institutional constraints unknown to their predecessors. Categorization has become as much a “bottom-up” process as a “top-down” one.
